—-Mayor’s Message to

The city council met last Friday after­
noon with Mayor Brodhead in the chair,
councilmen present, Grayson, Sapping­
ton, Cary and Reynolds.

The Annual report of the Treasurer
was presented in itimized form. Show­
ing every warrant that was drown and
what it was drown for, the report in full
is not necessary to publish, itisnever-the-
less opportune to say that the finances of
the city have been in good hands and
that the report for the year shows a
substantial gain in comparison to last
year.
The annual report of the Recorder is
appended herewith showing the financial
standing of the city for the year.

few suggestions to you which appar­
ently, to me, will render your duties less
irksome and more satisfactory to yonr.

I would earnestly recommend that
you take proper steps to have the char­
ter so amended, ns to have the principals
of the initiative and referendum amend-
ment to the State Constitution en­
grafted onto the legislative functions of
the Council, so that the responsibility
for wise or unwise police regulation may
rest where it justly belongs, with the
people of the citv, and not entirely on
the shoulders of the Council.
