A brief explana tion of the law is not out of place here. Sec. 19, Paragraph 1, Oregon School Law, reads in part, as follows: “The superintendent and the county court, or the board of commissioners in counties where this board is a seperatebody, shall constitute a board tor laying off the county in commissioner school districts. Such board shall make alterations and changes when peti tioned so to do, in the manner hereafter specified,” etc. But here the law stops and no manner of petitioning was speci fied.
