In a letter mailed at Lincoln, a writer who represents himself as one of the kidnapers ofEddie Cudahy has made a formal offer to turn state's evidence against his confederate in return for im. m unity for himself, and the guaranty has been made by the Chief of Police and Mr. Cudahy. Congressman Frank Eddy of Minne. sota is undoubtedly the most shabbily dressed member of the national legisla ture. According to his own story, he was walking along Pennsylvania avenue when a ragged tramp asked him for the price of a meal. Mr. Eddy gave him a quarter, saying solemnly it was the last cent he had. The tramp looked him over, handed back the coin and said: ‘‘Well, if you're on the bum yourself keep it: I'll hustle some guy on the next block.’’ Horace Mann, the famous educator, was sitting one evening in his study, when, says the New York Tribune, an insane man rushed into the room and challenged him to fight. ‘My dear fel low," replied Mr. Mann, “it would give me great pleasure to accomodate vou, but I can't do it the odds are so unfair.
