The INDEPENDENT, December 21, 2006 Page 25 Letters From page 24 U.S. born people are citizens of the U.S. To the Editor: In a recent letter to the Chronicle William Barnum ar- gued that people born in the United States of illegal immi- grants were not U.S. citizens because they were not “subject to the jurisdiction of the U.S.” Other than diplomats and their families, I’m not aware of any class of U.S. born people living in the U.S. that are not “under the jurisdiction” of the U.S. If a U.S. born child of an il- legal immigrant robbed a bank in St. Helens she’s going to jail like anyone else – a claim that the courts “didn’t have jurisdic- tion” over her would be a joke. Moreover, arguing that peo- ple born in the U.S. weren’t cit- izens unless they could show their parents were citizens would produce vast unintended consequences for the rest of us. Right now a number of states have adopted rules re- quiring, for example, proof of citizenship to vote. To meet these requirements under Barum’s Rule, not only would a person have to show they were born in the U.S. to demonstrate citizenship, but in order to LEGAL NOTICE Notice of Public Hearing NOTICE IS HEREBY GIVEN that the Vernonia Planning Commission will conduct a public hearing on a request from Vernonia Cares Food Bank, Tax Lot Number 4404-032-04400, for a Conditional Use Permit for the use of freight box trailer to store extra gro- ceries for the Food Bank in a General Commercial Zone, as provided for by Section 3.050 of the Vernonia Zoning Ordinance No. 711. The Public Hearing is governed by Vernonia Ordinance 711. A staff report will be available to the public at City Hall one week before the hearing, and prove their citizenship they would have to prove that their parents were U.S. citizens, and to prove that their parents were U.S. citizens (even though born in the U.S.) they would have to show that their parents were U.S. citizens, etc., etc. How many of us could do that if birth in the U.S. was not sufficient proof of citizenship? This obviously would pro- duce a bureaucratic horror for all of us. Surely it make much better sense to keep the cur- rent rule which allows a person to demonstrate U.S citizenship by simply proving that they were born here. LEGAL NOTICE may be copied for a nominal fee. Fail- ure to raise an issue in a hearing, in person or by letter or failure to provide statements or evidence sufficient to af- ford the decision-maker an opportunity to respond to the issue precludes ap- peal to the board based on that issue. The grants can be used for pub- lic facilities and housing improvements, primarily for persons with low and mod- erate incomes. The City of Vernonia received a 2004 Community Development Block Grant from the Oregon Economic and Community Development Department for construction of the Vernonia Com- munity Learning Center. The project constructed a 2,725 foot wood frame building with two main rooms. One room is used for general learning and the other is a computer lab with twelve computers. The building is used as a community center as well as a center for classes. A public hearing will be held by the Vernonia City Council at 7:00 p.m. on Tuesday, January 2, 2007, at 7:00 p.m. at the Vernonia City Hall, 1001 Bridge Street, Vernonia OR 97064. The purpose of this hearing is for the Vernonia City Council to review the results of the project with citizens and to take comments about local govern- ment performance. Written comments are also wel- come and must be received by 1:00 p.m. on December 27, 2006, at the Ver- nonia City Hall, 1001 Bridge Street, Vernonia OR 97604. Did You Know… From page 20 trict and Superintendent Ken Cox for the use of the Middle School as a shelter, Gretchen Lindauer and her family for cooking/serving thousands of meals in the shelter, John Lewis for his logistical support at the school, the student vol- unteers from the school who distributed thousands of flyers, the Vernonia Senior Center for opening their doors and help- ing people out, Grant Williams and the Vernonia Community Church for being a second shelter location, Mike Pihl for offering fuel for vehicles and generators, and everyone else (too numerous to mention) who volunteered their time and en- ergy to help others. Though we don’t have a lot of resources in this community we continue to give freely to others to help in time of need. I would like to end by re- minding everyone that events like this remind us that we need to be prepared in advance. Everyone should have a 72- hour emergency kit large enough for everyone in your family.
