Bridge St. The meeting will take place on the 12th day of April, 2005 at 6:00 p.m. The purpose of the meeting is to re ceive the budget message and to re ceive comment from the public on the budget. Bridge Street, between the hours of 9:00 a.m. and 5:00 p.m. This is a public meeting where de liberation of the Budget Committee will take place. Publish March 17 and April 7, 2005 Notice of Public Hearings Two public hearings are scheduled before the Vernonia Planning Commis sion on April 21, 2005 at 7:00 p.m. and 7:30 p.m. in the Council Chambers of City Hall, 1001 Bridge Street, Vernonia, Oregon. The first public hearing is to consider parking options along Bridge Street adjacent to the School property, including potential options of eliminat ing parking on the south side of Bridge Street adjacent to the School District property or prohibiting parking on the south side of Bridge Street adjacent to the school property during and immedi ately before and after school hours. The second public hearing is to consid er a Site Development Review B appli cation by the Vernonia School District, as governed by Vernonia Ordinance 711, for the proposed new middle school at the Vernonia 47J School Dis trict property located at 475 Bridge Street on Tax Lot #4404-031-00100. A copy of the applications are available for inspection at Vernonia City Hall, and may be copied for a nominal fee. The Public Hearing is governed by Sections 3.020, 4.050, and Articles 10 and 16 of Vernonia Ordinance 711. Notice of Proposed Adoption of City of Vernonia Public Contract Regulations Special Procure ment Methods and Exemptions NOTICE IS HEREBY GIVEN that on May 2, 2005, the Vernonia City Council will hold a public hearing at 7:00 p.m. at City Hall, 1001 Bridge Street, Vernonia, to consider adoption of amendments to the City of Vernonia’s new Public Con tracting Regulations. The provisions of Vernonia Public Contracting Ordinance (Ordinance) are consistent with the pro visions of ORS Chapters 279A, 279B and 279 C (the “Oregon Public Contract ing Code”), which became effective on March 1,2005. The Vernonia City Coun cil intends, by adopting the Ordinance to repeal and replace all of the Vernonia public contracting regulations adopted under former law and to amend, replace and restate all public contracting regula tions. The proposed Public Contract Regu lations contain provisions creating spe cial procurement methods for classes of contracts under ORS 279B.085 and ex Obituary ALLEN A. ADE Allen A. Ade, 67, Cornelius, died March 15, 2005. Private services have been held. Mr. Ade was born February 5, 1938, in Vernonia, to Henry and Alice Ade. He was raised in Vernonia and graduated from Vernonia High School in 1956. He served in the U.S. Air Force from 1958 to 1966. In 1960, he married Hazel Ellis. They lived in Hillsboro and La Pine be fore moving to Cornelius. He worked for Willamette Iron and Steel/Sulzer Bingham for 31 years. He was preceded in death by a brother, Wes. Survivors include his wife; two sons, Nick and Mike; a daughter, Tere sa Kolb; and nine grandchildren. Remembrances are suggested to the American Heart Association, 1425 NE Irving, Suite 100, Portland OR 97232. LETHA MARIE COX Letha Marie Cox, 94, Cornelius, died March 23, 2005. Funeral services were held March 26 at Fuiten, Rose & Hoyt Funeral Home in Forest Grove; in terment was at Union Point Cemetery in Banks. Mrs. Cox was born October 27, 1910, in Fairfield, Idaho, to Lester and Hannah McDonald Wylder. She was raised in Fairfield. In 1945, she married Harold E Cox. They made their home in the Kelso- Longview, Washington, area and Cove Orchard before moving to Buxton. She later moved to Cornelius to live with a daughter. She worked at Long Bell Lumber Company, at a nursing home, a mink farm and at a post office. She was preceded in death by her husband; a daughter, Dorothy Brom- me; a sister, Lola Brooks and a grandson. Survivors include three sons, Gust Peck of Tacoma, Wash., Lester Peck of Ritzville, Wash., and Arthur Cox of Waldport; three daughters, Margaret Furukawa of Cornelius, Clara Basil of Springfield, and Georgia Cox of Castle Rock, Wash.; 53 grandchildren; 23 great-grandchildren; and several great- emptions from competitive bidding for classes of public improvement contracts under ORS 279C.335. At the hearing, the City Council will consider the find ings that support the classes of special procurements and class exemptions. The Vernonia Public Contracting Ordi nance and the findings supporting the exemptions may be viewed, and copies may be obtained at City Hall during nor mal business hours (9:00 a.m. to 5:00 p.m., Monday through Friday, exclusive of holidays). All persons wishing to comment thereon or object thereto must submit their comments or objections to City Hall in writing, or by appearing at the public hearing. Mrs. Ellis was born December 23, 1932, in Cando, North Dakota, to Tracy Lee and Vernace Ann (Kohlmeyer) Gibbens. When she was six, her family moved to Hillsboro where she was raised. In 1952, she married William Jesse “Bill” Ellis. They made their home in Hillsboro, moving to Vernonia in 1969 and back to Hillsboro in 1974. She was a homemaker. She was preceded in death by her husband and a brother, Leland Gibbens. Survivors include two sons, Doug ot Forest Grove and Tracy of Portland; three daughters, Vicki Gridley of Hills boro, Cris Caldwell of Vernonia and Gayla Pratt of Klamath Falls; a brother, Glenn Gibbens of Newberg; 12 grand children; 15 great-grandchildren; nieces and nephews. Tualatin Valley Funeral Alternatives in Hillsboro was in charge of arrange ments. SUSANNAH “SUE” MAE HARRIS Susannah “Sue” Mae Harris, 83, Forest Grove, died March 16, 2005. A celebration of life service was held March 25 at Forest Grove United Methodist Church. Private interment was at Forest View Cemetery. Mrs. Harris was born July 25,1921, in Timber, to Carol G. and Olive I. Mayes Jensen. She graduated from Vernonia High School in 1939 and at tended Portland Secretarial School. In 1942, she married Sidney P. Har ris. They made their home in Tigard un til his death in 1955. She married James E. Harris in 1957. They made their home in Caspar, California.
