Higgins presented the final text amendments to the original Co lumbia County Periodic Review Work Program Task IV, Goal 5 Sensitive Lands, which could be viewed on the C ounty’s website, <http://www.co.colum- bia.or.us/LandUse/Planning/in- dex.asp>. Mr. Higgins recommended the Board divide their recom mendations, with Wildlife, Cul tural, Historical being separat ed from the remainder. His rea soning was that each section would have to be appealed to different governmental authori ties, if such appeals were made. Much of the meeting ranged over a vast loose-leaf docu ment, primarily concerning ver biage and definitions. The only real discussion occurred when Chairman VanNatta wanted to append documentation by gov ernment sources and agencies, recommendations, references, and agency correspondence with his father’s business, plus documentation regarding the importation of Roosevelt Elk to the area, and Columbia County cemetery plot locations for his torical and cultural records. He wanted some relief for land- owners with a definition of true migratory birds vs. non-migra- tory birds that previously mi grated, but due to manmade environmental change, no longer do. He referenced Ca nada Geese in the Columbia River Basin. Board members Nelson and Pierce vigorously opposed addition of the data, believing it incorrect. VanNatta stated, “ ...be as it may, the his torical references are there, free and available from govern ment sources.” He went on to say that he wanted the papers appended as a reference to the report so individuals can see historical truths. He added, "Al low people to enjoy their liber ties and be governed by truth!" Regarding the cemetery lots, Chairman VanNatta referenced the Cultural section of the rec ommendations, referred to a list of "lost" cemeteries in Co lumbia County, and provided a ■ i table of contents edited by Judy Whipple and Betty Mayfield. Board member Marvin Mac Donald noted that in his own family’s history, people were starving because of the un availability of game to hunt due to the old growth timber. Board member Dennis Nelson noted the Indians of the Nehalem Val ley burning sections of the for est in order to increase game populations while reading his own inclusion into the record. When discussion concluded, Higgins suggested that two rec ommendations be presented to the Columbia County Board of Commissioners, the second section regarding approval of the cultural, historical, and big game recommendations. The commission concurred. I left the meeting feeling that Planning Commission mem bers listened to Columbia County property owners during the June 18 meeting at Saint Helens High School. Property owners’ views and observa tions were conclusive in their wish for no new regulations, '< ,i ' ■-.< ' :iï? ■ _ __ and got their desired response. Now, it goes to the Columbia County Board of Commission ers.
