Cash incentives for salmon habitat can help fish and landowners

part of the im m e diate need for
clean w a te r is the d e clin e of
salm on p o pula tions th ro u g h o u t
the P a cific N o rth w e st. In itia ­
tives began about ten years
ago to turn aroun d the tre nd in
salm on popula tions, hoping fo r
a return to the e co n o m ica lly
sign ifica nt num bers of the past.
A large portion of N o rthw est
O re gon is priva tely ow n ed, and
lan dow n ers m ay find it difficult
to ju s tify spending m o n e y on
stre am im provem ents th a t have
little private benefit. R iparian
projects initiated by the va rio u s
w a te rshe d cou ncils have begun
to address this problem , but
there are still large areas of
m arginal pasture land th a t b o r­
d e r salm o n stream s. V arious
state a g encie s have c o lle c tiv e ­
ly d e c id e d th a t it b e n e fits
salm on to have tre es b o rde ring
stream s, but the p resen ce of
livestock m akes it difficult to e s ­
tab lish a riparian buffer.
T h e sta te of O re g o n has
tried to address this dilem m a
by pa rtne ring with the US D e­
pa rtm e nt of A griculture through
a volu ntary program called the
C o n s e rv a tio n
R e se rve
En­
hancem ent P rogram (C R E P).
This program , offered to private
la n d o w n e rs , p ro vid e s an nua l
paym ents and cash incentives
to tho se interested in planting
b u ffe rs of tre e s and sh ru b s
and, if needed, installing fence
to lim it livestock access on p o ­
tential salm on stream s. N o n ­
salm on bearing stream s m ay
qualify fo r oth er program s w ith
sim ila r incentives.
P roperty ow ners m ust agree
to m aintain the practices fo r 10
to 15 ye a r periods so that the
plantings have sufficient tim e to
e s ta b lis h . S in ce A m e ric a n s
sup port clean w ate r initiatives,
the Federal governm ent and
state of O regon have m ade
C R E P w o rth w h ile fin a n c ia lly .
For landow ners w illing to install
stre am buffers, a variety of p a y­
m ents are extended.

Landow ners w ill also receive
a one-tim e paym en t for signing
a C R EP contract. This is c a lc u ­
lated by taking $10 per acre for
each yea r of the contract. On
10 acres with a 15 ye a r c o n ­
tract, the paym ent w ould be
$1500.
The C R EP program w ill pay
75 percent of the a p pro ved cost
of installation, as w ell as a s s is t­
ing with any necessary w ate r
developm ents for stock. A lso
