The INDEPENDENT, October 17, 2002 Page 17 Urban Renewal District will show on all property tax statements From page 5 their property tax bill each year, with one significant exception. “W hether a property owner’s tax bill goes up more than three per cent or less than three percent is almost exclusively the result of changes in local option and bond ed debt tax rates, which are not limited by Measure 50,” Columbia County Assessor Tom Linhares expplained. New this year is the Columbia County Development Agency Urban Renewal District, which encom passes the Port Westward area north of Clatskanie. Due to a change in how urban renewal tax es are calculated, a tax amount for this new district will appear on every tax statement in the County. While an amount for the Port Westward urban renewal district shows up as an amount on each tax statement, Linhares pointed out that property owners are not paying that much more in property taxes. The urban renewal amount is deducted from each of the other taxing districts so that the total amount of tax is essentially the same.
