O utside the City limits, the basic m onthly rate of $27.50 is unchanged, but the charge of $2.50 per 1,000 gallons is lim it ed to 10,000 gallons. The rate increases to $3.25 for each 1,000 gallons above the first 10,000. Another element in the ener gy conservation program is to turn off som e of the C ity ’s street lights, which met with nearly unanim ous approval from those in attendance. Sev eral com m ented tha t the y would be delighted to elim inate the street lights outside their homes, especially where the light shone into bedroom win- dows. One dem urrer cam e from a resident of O -A Hill, w here streets are narrow and lights are needed in the heavily treed residential area. The city is asking residents to let them know which street lights are considered neces sary and which they feel can safely be turned off. The city would also like to know where residents have already in stalled security lights. One suggestion at the town hall was that the city develop an informational handout that explains each kind of light (halogen, com pact fluorescent, solar, etc.) as well as devices such as motion or heat detec tors, to residents could also conserve without loss of illum i nation. The C ity’s consulting engineer agreed to help with the explanations. On a n oth er subject, the council adopted am endm ents to O rdinance 745 to add more specific language about how and w here w heeled devices such as skateboards, scooters, bicycles, etc, may be used. C ouncil m em bers firs t d is cussed w hether am endm ents w ere a c tu a lly needed, or w h e th e r b e tte r enforcem ent could do the job, finally agree ing to language the police de partm ent felt was needed. Responding to a prior re qu est fro m V ernonia Ridge Riders President G eorge Bel lingham , the council sent an agreem ent to the organization which specifies the use and m anagem ent of the equestrian area of A nderson Park.
