In that reply, I did not address the exchange specif ically, as I knew tha t re p re sentatives of Fishhawk Lake w ere a lre ad y fu lly aw are of th e o n g o in g n e g o tia tio n s . This is no differ ent than the options the State o f O re g o n has a v a ila b le to address the concerns of Fish hawk Lake residents, except th e S ta te is re q u ire d to d e clare property “surplus to its needs” and allow other gover- ment entities to acquire it be fo re a p u b lic s a le w ould be perm itted. U nder S tate ow n ership, it is very doubtful that the sale option would be con side red b e cause in te n sive ly m a nag ed fo re s t lan d is not s u rp lu s to th e ne e d s o f th e State. Contrary to what you have evidently been led to believe, th e p ro c e s s fo r c o n d u c tin g this exchange has been very open and honest on the part of government. Open govern ment is absolutely necessary in m ain tain in g tru s t w ith the citizens — and so are factual reporting and citize n p a rtic i pation th a t do not m isre p re sent the facts through om m is- sion of essential information.
