But Foss was most drawn to working with dogs Petco ruled had to be turned away. “I’m really good at reading canine body language,” Foss said. “I was bitten twice as a child and my response was not to be afraid of dogs, but to learn everything I could about their body language.” She also studied canine physiology and canine emotional response. Most dogs have the emotional response and in- telligence of the average 2½-year-old human. “People either view their dogs as their children or animals,” she said. “Dogs give us signals we humans can learn to read.” Her training method relies on conditioned emotional response, the Tellington TTouch Training, praise, petting, treats, and force free, positive interaction. “I do corrections,” Foss said. “But not painful corrections.” After five years at Petco, Foss decided it was time to move on. She maintains a good relationship with the company. For a time, she was a mobile dog trainer, going to people’s homes. In 2016 she was offered the opportuni- ty to buy Arnicadia, founded in 2008 by Erica Curtis. “I took over the business from Pam Small, who bought it in 2013,” Foss said. “It had no physical location and no group classes; all work had to be done outdoors.” In search of a space that would accommo- date group classes and be large enough to have an agility and obstacle course, Foss said she lucked out when a client offered her a lease in one of his buildings. Foss offers clients a menu of trainings and activities. There’s training for individual and group classes for behavior modification, start- ing with basic manners and recall, as well as dog to dog interaction, dog to human inter- action, and training to address canine frustra- tion, overexcitement, and mild to moderate aggression. Social protocols, she said, can be taught to dogs of any age. Then there is professional level training. “I offer limited service dog training. I do public access,” Foss said. She aims to be a cer- tified therapy dog evaluator and already helps the Search and Rescue team, not as a trainer, but at their trail practices. “I’m the person who gets lost they have to find,” she laughed. She also works with dogs on rally, agility training, and tracking, as well as CGC, the acronym for Canine Good Citizenship. “I help dogs and their owners become a team,” Foss said. Training, she said, does more than give the dog a physical workout. “It’s a mental work- out, too, because the dog has to think. Mental exercise is more tiring than physical exercise.” Everyone agrees a tired dog is a happy dog and an easy dog to live with. “I’m also working towards building a true community space,” Foss said. “A place where people can come with their dogs and play.” “It’s a $5 drop-in fee per dog to come and play,” she said. “Or $40 a month for the first dog and $50 for two dogs.” Hours are available on request. GEARHART VOTERS BEWARE: KNOW THE TRUTH Don’t let out-of-state big money and self-serving corporate interests buy Gearhart’s election. Does the current ordinance prohibit families or guests from staying at properties for free? No. The short-term nightly rental ordinance applies only to the act of “renting.” The very definition of a “rental” is money has to change hands. Regular residential uses are allowed under current laws. Would unlimited nightly rentals help our economy? No. Our current laws provide a balance of vacation rentals and our full-time residents who spend money all year-round. This creates a sustainable economy. Does Measure 4-188 have any enforceable regulations protecting residents? No. All current regulations regarding the number of permits, septic, safety or even parking are eliminated. Period. There will be NO mechanism for ANY regulation enforcement if the measure passes. Will the number of short-term nightly vacation rentals ever go to zero? No. There will always be short-term, nightly rentals available in Gearhart. There are around 200 units potentially available now and always in an R-3 zone. Currently, the city can review or change the number of rental permits through its normal legislative process. E GEAR S AV Short-term rental permits can also be HA passed down through inheritance. Do our current laws go too far in their protection of our citizens’ rights? No. Our laws regulating nightly rentals have a reasonable cap protecting residents from any negative impacts. GE L P ON 4 -188 A NO T VOTE KEE Do Gearhart’s current laws make it harder to sell your home? No. Our city Ordinance 901 protects property values through zoning laws. Home sales are soaring right now, due to new full-time residents moving in because of our nightly vacation rental ordinance. Do current laws prevent homeowners from renting their property? No. Any property owner can rent their entire home, just a room, or only a level for 30 days or more, without a permit. Does Measure 4-188 have any fire or life safety provisions that protect families? No. ALL fire, safety and building code inspections are required to be done by our city building inspector. Measure 4-188 removes this requirement and allows any “licensed home inspector” to inspect homes. These home inspectors CANNOT LEGALLY INSPECT for fire and life safety per state law. They are not allowed or required to report that a home might not have fire escapes, bedrooms with no windows, or any safety hazards. R Does Measure 4-188 have ANY cap on the number of short-term nightly vacation rentals? No. Measure 4-188 would allow UNLIMITED NIGHTLY VACATION RENTALS in ALL our neighborhoods.
