Presi dent Cooltilge's aircraft board has Issued the report wnlch Is Intend ed to guide congress in legislation to foster the infant art of aviation. Col. William Mitchell's basic recommendation for a separate de partment of the air Is rejected. The board appeal to have disagreed with him on almost every ques tion. Instead, a long set of recom mendations fere made, all seek ing o BlTe greater recognition to aviation In the army, navy and civilian activities.
