Hitch Your Wagon to a Star Emerson 1 City Managers Proposition Same as 'School System No happier illustration could have been chesen to acquaint the people of Klamath Fails with the proposed city manager form of government, as recommended by Mayor God dard's budget committee, than to point out that it is similar in principle to the present school system. Lyceum courses of study could be conducted all winter and the people as a whole would fail in understanding what the suggest ed charter changes implied. Tell them that they would elect a council, the members of which are subject to recall, just as they would elect a school board. And that the council would employ an expert to look after the city's affairs just the same as the school board now employs a superintendent to manage the schools. The central idea is ex plained in a nutshell. The people have more faith in the effic iency of their school systems than in any other branch of government. They know the schools are largely non-political in character, and would not have them ocherwise. it is no reflection on any member of the present city council to let it be said that Klam ath Falls-' affairs may easily be placed upon a; higher plane of efficiency. They labor under a very faulty system. It is a costly one to the city, costly in money and progress. Tho Individual reader may or may not like a newspaper, but It la difficult for him to formulate bis prejudice. The other editor knowa all about you. and. knowing all. when he llkea you, that helps make It a pleasant Cay. a The gauge of an editorial writ er's ability Is the frequency with which he Is quoted by other newspapers and by the newa di gest. It lakes time for a news paper to build a reputation fur having powerful editorials. Juot an occasional good one will pot do. Kdltorlala must be Interest ing, broad and constructive. If they contain a strong human sp in al. so much tho better. It U a chore to keep the editorial rol umiis up lo a high standard. Too many country editors permit them to lapse when they have no par 'Jrular axe to grind. . Orecon has newspapers which are respected for their editorial opinion throughout this country. The Portland Oregonlan is quoted throughout the nation more fre quently than la any ether newspaper in 1ho West. That la an enviable reputation. Tho Oregonlan has been long years achieving It, and has held It for a long time with roro consist ency. But The News, as we said, goea to an editor's desk every morning. We are modest. That pleases us Immensely. We find ourselves quotod occasionally. That nlso brings our little bow. Thank you. W. II.
