City
Managers
Proposition Same as 'School System
No happier illustration could have been
chesen to acquaint the people of Klamath
Fails with the proposed city manager form of
government, as recommended by Mayor God
dard's budget committee, than to point out that
it is similar in principle to the present school
system. Lyceum courses of study could be
conducted all winter and the people as a whole
would fail in understanding what the suggest
ed charter changes implied.
Tell them that they would elect a council,
the members of which are subject to recall,
just as they would elect a school board. And
that the council would employ an expert to
look after the city's affairs just the same as the
school board now employs a superintendent to
manage the schools. The central idea is ex
plained in a nutshell.
The people have more faith in the effic
iency of their school systems than in any other
branch of government. They know the schools
are largely non-political in character, and
would not have them ocherwise.
it is no reflection on any member of the
present city council to let it be said that Klam
ath Falls-' affairs may easily be placed upon a;
higher plane of efficiency. They labor under
a very faulty system. It is a costly one to the
city, costly in money and progress. And ap
parently the members of the city council real
ized this when they recommended that a
change be made.

There is such a thing a3 a newspaper get
ting behind a proposition and then getting
ahead of it. In other words, all the publicity
a newspaper can give a movement will be of
little avail un!es3 there is organization back of
that movement. Newspapers are liberal with
their space in a public cause, but do not like to
find their efforts unavailing because of apathy
in other quarters.
"The newspapers are rushing U3," the head
of a local organization told reporters who had
come in for news.
Surely, the newspapers are vitally interest
ed in every worthy cause undertaken. They
'do not lose sight of any endeavor until it has
run its full course and been put over the top,
if possible. And the heads of drives apprec
iate having the newspapers rush them to the
finish.
The women of the city have demanded a
light at the postoffice. Why so modest? Why
not get behind the proposition of new street
lights; and getting the wires off Main street?
That was tied-up somewhere in the maze of
hampered improvements. Women always
have been good at untying knots. '

A gentleman whose travel-talks
are known throughout (ho world.
. tells a. following on. himself:
"I ana booked for a lecture one
night at a lit I lo place In Scotland,
four miles from a railway station.
"The chairman of the occasion,

"O Lord,' bo conlintiid, 'put It

"Then, with a glance at me, the

The parson was trying to Illus
trate to the class of small boys
what was meant by moral cour
age. ".Supposing," be snld, "twelve
boys were sleeping In a dormitory
and one suld his pruyers. That
would be mornl courage." Tho
boys quite understood.
"Now." he went on,. "can any
one give me an example?"
"Yea," answered the lad In the
back row. "If twelve clergymen
were sleeping In a dormitory nnd
ono didn't say his prayers, that
would be moral courage."
The line nl the ticket window
was very long nnd very mixed. A
stout course mun amused hlnnnlf
during the long wait by whisper
ing sweet nothings to a very pret

Her chin tilted a little higher each
time ho spoke, and then, exnsper

"I wlh you would leave mo

"You're In no danger of that,"
she replied. "I'm n Jewess."
Why Is II that a publisher la
alwsra flattered when hs knows
I hat another publisher la reading
his paper?
An editor likes to knew that a
style hs la setting Is followed. A
rcpurter la greatly complimented
when ill other reportsrs ask
who wrote the story that la the
child of his brain. The writer
eollfeues lo a pink. Iliktlsh (eel.

Yep. that little compliment
made us Dot mad at anyone for at
least a whole minute. Perhaps
the ob!ous reasoa for this weak
point for flattery la sufficient.
The men who are themselves en
Rased, la ed.tltii and publishing
are noceaaaKly the most discrim
inating critics. . Tho Individual
reader may or may not like a
newspaper, but It la difficult for
him to formulate bis prejudice.
The other editor knowa all about
you. and. knowing all. when he
llkea you, that helps make It a
pleasant Cay.
a
The gauge of an editorial writ
er's ability Is the frequency with
which he Is quoted by other
newspapers and by the newa di
gest. It lakes time for a news
paper to build a reputation fur
having powerful editorials. Juot
an occasional good one will pot
do. Kdltorlala must be Interest
ing, broad and constructive. If
they contain a strong human sp
in al. so much tho better. It U a
chore to keep the editorial rol
umiis up lo a high standard. Too
many country editors permit them
to lapse when they have no par
'Jrular axe to grind.
.
Orecon has newspapers which
are respected for their editorial
opinion throughout this country.
The Portland Oregonlan is quoted
throughout the nation more fre
quently than la any ether
newspaper in 1ho West.
That la an enviable reputation.
Tho Oregonlan has been long
years achieving It, and has held It
for a long time with roro consist
ency. But The News, as we said, goea
to an editor's desk every morning.
We are modest. That pleases us
Immensely. We find ourselves
quotod occasionally. That nlso
brings our little bow. Thank you.
