The chief of this,, it seems to us, is this declaration : "Our country was conceived in the theory of lo cal self-government. It has been dedicated by long practice to that wise and beneficent policy. It is the foundation principle of our system of liberty. It makes the largest promise to the freedom and dev elopment of the individual. Its. preservation is worth all the effort and all. the. sacrifice-that it may cost."" . . . Local autonomy, local self-government in our country, means variety of standards. But the re former does not admit variety of standards. There is for him but one standard and any class or local ity which does not accept it has, for him, forfeited its right to its own judgment and to self-government. It must bend to the central authority if that authority can be induced to override the. local decision. Wq talk of the spirit of American liberty. The essence of it is freedom of judgment, and freedom implies variety and tolerance of variety. But in late years we have a recrudescence of intolerance in the field of religious, political, social and economic life and we have the assertion of the right of majorities to regulate private conduct through government re gardless of those rights which our forefathers de clared are self-evident.
