Y. (UPD U. S. Ambassador Ad lai E. Stevenson said Wednesday that Red China's "aggressive, lone wolf" foreign policy is more and more threatening to the world and that any t-hange in relation with Uie United States must come from Peking. But, Stevenson told a news conference in which he summed up the General Assembly which closed Tuesday night, "The monolithic Communist world is full of cracks and diversity no longer is the monopoly of one group." Stevenson underlined Presi dent Johnson's appeal in the Assembly Tuesday for an end to the East-West cold war. He said the President emphasized his personal experience with the New Deal in the United States .10 years ago and envisioned an ex tension of its principles to the world. However, Slevcnson foresaw no change in U.S. economic pol iry although he called attention to Johnson's emphasis on multi lateral aid, such as through the United Nations. Nor did he see any change In U. S. policy toward Communist China reflected in a statement made by Iloger llilsman last Friday which was regarded in some quarters as a new admin istration posture on the issue. Hilsman said in San Francisco that while he saw no likelihood of the overthrow of the Peking regime, the United States was "determined to keep the door open." "The problem of China rests In Peking, not in Washington," Stevenson said. "Tlie policy of Communist China is made in Poking, not in Washington. If there are to be any changes in its relations with other powers, including the United Slates, those changes must be made in Peking. . . Closely related to the balsam is the Fraser fir. The Black spruce is most frequently seen in Great Lakes area and in the Northeast. Growing in popularity, how ever, are the fragrant Eastern red cedar and such long needled trees as the Scotch pine, an immigrant to this country, and the red pine. Johnson Gives Go Ahead Sign For NATO Nuclear Navy WASHINGTON (UPD Presi dent Johnson has reviewed plans for a NATO nuclear navy armed with 'Polaris missiles and ordered full speed ahead on the controversial project, adminis tration officials said today. One result is that key con gressmen soon will he consulted by the administration on details of the proposed "Multi-Lateral Nuclear Force" IMLF), which would consist of 25 surface ves sels with a total of 200 missiles. The legislators are to be given a progress report on negotiations with the Allies. Arrangements already are be ing made for a "demonstration" ship to prove that it is practi cal to operate a warship with a crew drawn from several allied nnlinns. The Post Office Department said Wednesday a survey in seven cities Seattle, Indianap olis, Minneapolis, New York, Philadelphia, Richmond and Memphis showed that sales of the holiday stamp will be 50 per cent higher this year than last. Begin Training Soon Training of a mixed crew for the demonstration ship is ex pected to begin early in the new year and take about six months. The United States, West Ger many, Greece and Turkey favor the proposed force. Italy also is understood to ho agreeable to joining but a formal decision cannot be expected until the new left-center government of Premier Aldo Moro gets more firmly established. Britain has refused to com mit itself to the project, waver ing between military and politi cal objections. However, both Britain and Italy are expected to participate in the operation of the "demonstration" ship since this will not ' definitely commit them. The Russians have bitterly criticized the proposed NATO nuclear navy, asserting that it is simply a device to get nu clear weapons into the hands of the West Germans. Rejects Soviet Charge The United Slates firmly re jects the Soviet charge, point ing nut that the fleet will be under NATO control with a U.S. veto over the actual firing of the weapons. The late President Kennedy offered the MLF suggestions to give the NATO Allies a greater sense of participation in nuclear strategy. However, his adminis tration emphasized that the United States would consider any alternative which appeared workable. Now that no other suggestions have been made, the impression gained in official quarters here is that the United States will push the MLF more positively. The cost of the proposed fleet is estimated by American offi cials at about $2.5 billion for the first five years. Civil Rights Hearings Set Jan. 9 WASHINGTON I UPI '-Chairman Howard W. Smith an nounced Wednesday he will start House Rules Committee hearings on the civil rights bill Jan. 9. He set no date for ac tion on the measure but said he would not encourage delib erate efforts to stow it down. The Virginia Democrat's an nouncement was his second re cent statement on the propos al, w hich would outlaw d i s crimination in voting, education, employment, public accommo dations and the use of federal funds. Smith promised earlier this month to start the bill toward the House floor "reasonably soon in January," but this pledge did not stop Democratic supporters of the measure from starting an effort to take the legislation away from the com mittee. A petition to discharge the bill from the committee attract ed about 165 signatures in little more than a week. This was still far short of the 218 signa tures needed, but House Demo cratic leaders said they had as surances that the additional sup port would be forthcoming if Smith did not move on the bill quickly after Congress returns to work Jan. 7.
