The walkout has been called by the International Association of Machinists UAMi to back up demands for pay and benefit in. creases for nearly 13,000 me chanics and other ground crew members. Douglas Dillon Line Of Succession For Presidency A law passed in 1947 provides for every possible con tingency in the order of succession to the presidency. The law was designed to keep the office of president filled if for any reason death, resignation, removal from office, inability or failure to qualify neither a president nor vice president is able to discharge the powers and duties of the president. Decision To Affect 5,000 Men SEATTLE I UPI I Hie Boeing Co. said today cancellation of the Dyna-Soar space craft pro gram would have a direct effect on more than 5,000 Boeing em ployes w ho are working to meet a 1965 flight test date. The first Dyna-Soar craft was to have been rolled out of Boe ing's missle production center in Seattle next year. In addition to the engineers designing the space vehicle and those involved in its manufac ture, other employes are con cerned with the developmental testing of Dyna-Soar and its components both in Seattle and at the Tulalip test site north of here. Small groups of employes also are preparing for test op erations at Cape Kennedy and at Edwards Air Force Base. U.S. To Launch Manned Laboratory WASHINGTON (UPI) - The United States announced plans today to launch a manned or biting laboratory into space in 1967 or early 1968. The program will be under Air Force control. Defense Secretary Robert S. McNamara announced the proj ect at a surprise news confer ence. He also confirmed that the Air Force's Dyna - Soar manned spacecraft project will be cancelled as of Dec. 15. Known as MOL. the manned orbiting laboratory will be "the size of a small housetrailcr," McNamara said. It was de scribed as an expanded effort to learn the military usefulness of men in space. McNamara drew a sharp dis tinction between tlie Air Force project and tlie Apollo moon- lamling program of the civilian space agency, the National Aer onautics and Space Administra tion. He said NASA has no similar project now underway. Its manned space program is en tirely related to putting men on the moon. "Ours is directly related to potential military requirements I emphasize potential," Mc Namara said. He said that by canceling the Dyna-Soar, which would have flown in 1905 or 19tfi, and cm barking on the larger enterprise the Pentagon would actually save $100 million in military space expenditures in the next 18 months. This appeared to be largely because the orbiting laboratory would fly later and the heavy expenditures thus would not come so soon. The MOL will be designed McNamara said, so tluit astro nauts w ill be able to walk ahout freely inside it without space suits while orbiting 350 miles or less above the earth for periods of two to four weeks. By DAVID NYD1CK I PI Educational Specialist Test experts usually are the first to admit that school tests have limitations. This does not make them un fair or useless, but tests should not be the only method of judge ment. When tests are used in combination with other informa tion, they become important in evaluating individuals and groups. There are three major types of tests used in schools. These are tests for ability IQ, achievement, and diagnosis. De pending on the purpose and de sign of a test, it may be givon individually or in groups. Ability tests help to measure potential school success. They give an estimate of academic learning ability. Generally they give a realistic picture with some exceptions. The group type test will sup ply a teaclier w ith a reasonable idea of the total class level. It is true that any one or more of the scores could be off but these would not usually have a major effect on the group aver age. An individual IQ test, giv en by a professional, will give a good estimate of that student's ability. Achievement tests give a pic ture of growth in the different subject areas. For example, a class of students may be given math achievement tests over a period of years. Tlie results can be used several ways. An indi vidual's growth can be com pared to tlie progress which is normally expected. This gives the teacher an idea of how much that student is learning. The total group or even an entire school can be compared in this same way. If the scores on a particular test are low, it may indicate a problem with the school program. There are many other factors which can cause a low average score. Diagnostic tests are used to discover in which skills an in dividual or group is weak. W hile an achievement test may show a general weakness in arithmetic, a diagnostic test will show just which skills in arith metic are weak. These may be addition, subtraction, etc. or even a particular kind of addi tion. Tliis type of test is one of the most important to (he in structional program.
