More than any other person in the federal structure. Camp bell is the watchdog of your tax dollar, and when he barks, an alarm of anxiety and fear runs like a chill through the execu tive branch of the government. He has caught the federal de partments and agencies in all sorts of monkey business. In Nevada the Federal Bureau of Public Roads spent 1384,000 to build a clover leaf on an interstate highway in a desolate rural section occupied by four small ranches. The GAO investigation turned up the fact that the highway work also would make a house of prosti tution more accessible to trav elers. The joke about McNamara and Campbell stems from the fact that the Defense Depart ment gets more attention from the GAO than any other federal unit. Not because it is less effi cient than many other depart ments and agencies, but be cause it spends the most money About $50 billion a year is pour ed out by the Defense Depart ment on installations scattered around the world. The result is that Campbell and his men constantly are turning up such odd pieces of information as these; The Army spent $9.4 mil lion for 135 fire trucks designed to put out fires caused by the malfunction of missiles. It never occurred to anybody to test the trucks before buying them but somebody got around to it after the purchase. The lest disclosed that tlie trucks would not put out missile fires in their initial stages. In fact, it is almost im possible to control a missile eruption fire when it first starts. The GAO found that the Army, Navy and Air Force were making an unnecessary ex penditure of $2 8 million an nually because they could not agree on specifications for uni forms. Among the matters in controversy were the design of the waist of tlie trousers and the width of the belt loops. Tlie U. S. Weather Bureau maintained a hurricane warning station at Miami. Fla. So did tlie U. S. Navy. The GAO raised the question of why two branches of the government were performing tlie same function. As soon as the ques tion was raised it was decided to consolidate them at consid erable savings. The Air Force in one year spent $3.5 to send material by commercial air freight when it could have gone on cheaper transportation for less than $1 million.
