t Russian Wheat-Buying Mission Heads For U.S. For Negotiations MOSCOW (UPU A Soviet mission was expected to leave for the United States today or Tuesday, to negotiate the pur chase of up to $250 million worth of American wheat to help make up for poor Soviet harvests. The Soviet government has only hinted to the public that serious grain shortages are forc ing the purchase, the largest single business deal between the. United States and the U.S.S.R. since World War II. Izvestia, the government newspaper, said on Thursday, the day after President Kenne dy announced he had authorized the deal, that such authoriza tion had been made. It did not say that Moscow would buy, but such an inference should have been clear to astute readers of the Soviet press. Head of the mission is Deputy Trade Minister Sergei Borisov. He and three other officials were being issued visas today and were scheduled to fly to New York shortly afterwards. The sales will be on a com mercial basis, not government to government, with payment in gold or dollars. The Russians are said to have sold hundreds of millions of dol lars worth of gold in the bank ing centers of Western Europe during the past month to pay for the wheat they are buying from the United States, Canada and Australia. Borisov headed the Soviet del egation to Canada. The Agriculture Department indicated today that Russia and other Communist countries might purchase as much as 250 million bushels of U.S. wheat. A weekly publication by the department's Foreign Agricul tural Service said that "in quiries in recent weeks have in dicated that around 250 million bushels may be involved, with the Soviet Union apparently in terested in about 150 million." Appearing on a television pro gram Sunday, Freeman said he was convinced the sale would be advantageous to the United States by improving wheat farmers income, reducing the U.S. balance of payments def icit and strengthening wheat prices. He termed as "a bit ridicu lous" Richard M. Nixon's criti cism of lite sale. Freeman im plied that the unsuccessful 1960 presidential candidate was try ing to use the issue to inject himself into the 1964 election campaign. Freeman also discounted the contention of Sen. Barry Gold water. R-Ariz., that political considerations such as Russian removal of her troops from Cuba should be attached to the deal. Such provisions. Humphrey, D-Minn., was expected to reemphasize to his Senate colleagues today the Democratic leadership's inten tion to pass both tax legislation and civil rights measures be fore Congress adjourns. Humphrey said the bills were "essential for the strength and progress of America" and "both aie supported by the people." The Democratic whip said in a statement that if Senators wanted to go home for Christ mas, "they will have to com plete action on those top-priority programs in Washington," "Undue delay," of either meas ure, he said, "will be met with firm determination by the Dem ocratic leadership." President Kennedy's proposed tax reform and reduction meas ure, already approved by the House, now is before the Sen ate Finance Committee which will soon hold public hearings on it. His civil rights program is still in the judiciary commit tees of both Houses. The House Judiciary Committee is not ex pected to act on the over-all bill until late October. Other congressional news: Civil Rights: Atty. Gen. Rob ert F. Kennedy is expected to ask the House Judiciary Com mittee Tuesday to modify a strong civil Yights bill that has subcommittee approval. Based on past testimony, it was ex pected that Kennedy would op pose the new provisions added by the subcommittee to the ad ministration's proposals be cause they might jeopardize passage of any civil rights leg islation this year. But the change was not expected to soften Peking's hard line. Mao. who will be 70 in De cember, turned over the presi dency in 1959 to Liu Shao-chi, his close collaborator for more than 20 years. Liu was consid ered the most likely candidate to succeed him in the more powerful party post. Mao considers himself the "Chinese Lenin" aitd is be lieved to want more time to work on Marxist-Leninist ideol ogy. Stepping into the role of elder statesman would enable him to do this. Ideology figures strongly in the Sino-Sovict split. Peking contends its Communist are fol lowing the true doctrines and I lie modifications introduced by Soviet Premier Nikita S. Khrushchev are "revisionist" heresy. ( In Moscow, informed sources said Sunday that a summit con ference of the world's major Communist parties would be held there next month to review the split with Peking. (The meeting may lead to the expulsion of Peking from the Moscow-led Communist camp, the sources said. ) The prospective change in Chinese Communist leadership docs not appear to hold out any changes for an easing of the Soviet-Chinese conflict. For one thing, Liu is as firm as Mao in advocating war and violent revolution to extend world communism, and as bit ter in his attacks on Khrush chev's peaceful crxxistence. For another, Mao could be expected to remain a formida ble figure in the background after retirement, giving advice and guidance to his succscsor and having the power and pres tige to make it stick. Nevertheless, the prospects of a change revived speculation about the possibility of a split in the ranks of Peking's leaders over the dispute with Moscow.
