SALEM (UPD-U will cost Ore gon taxpayers from 75 cents to $1 a vote to determine the future of the $60 million state income tax increase measure at the Oct. IS special election. Estimates are that between 300,000 and 350,000 persons will vote. Secretary of State Howell Ap pling Jr. estimates the election will cost between $250,000 and $275,000. The legislature set a a $300,000 limit on the cost. Normally, counties pay about 80 per cent of the cost of elections and the stale about 20 per cent But because the legislature set aside a special date for the tax referendum vote, it has to pay the full cost. Present estimates are $2,275 for election supplies, $7,200 for offi cial and sample ballots, $156,480 for s a 1 a r i e s for election board iworkers. $18,000 for rental of pol ling places, $13,000 for printing of the voters' pamphlet, $7,200 for postage, and $5,500 for addressing and mailing of voters' pamphlets. In addition ti this $209,555. there will be the cost of transporting lother miscellaneous charges that could add $50,000 or $60,000 to the base estimate. Because the tax law is so long, the pamphlet will be 82 pages. By changing the format of the booklet, and having It glued in stead of stitched, cost of the larger book was held to $130,000, By juggling the number of pre cinct workers, Appling was able to shave $70,600 off the estimated $227,080 for salaries of election board workers. Instead of having five workers, who get paid $1 an; hour, working 14 hours, Appling has authorized three clerks for the daytime, with a fourth to come in for the afternoon voting peak and vote counting period. This saves us about $22 for each of the 3,260 precincts in the state," Appling said.
