Saigon remains one of the loveli est cities of the Orient, a city of smart shops, comfortable hotels and beautiful girls bicycling in silken trousers along tree-lined, shaded streets. There can be ugliness. There is the tossed grenade in a crowded cafe. And now there is the tension between the Buddhist majority and the government, and the accompanying hideous sight of an aged Buddhist monk turning himself into a flaming torch in a Saigon street. But for sheer physical beauty the city has few equals. There is then an almost night marish quality to Saigon dis patches suggesting that the gov ernment would reduce Saigon to ashes tn keep itself in power against a revolt which the presi dent's brother and chief adviser says he regards as "inevitable." This brother and close adviser of President Ngo Dinh Diem is Ngo Dinh Nhu. Concerf Set At Kingsley Famed organist Eddie Butler will give a concert for the benefit of the Air Force Aid Society Sun day, Aug. 25, 2:30 p.m., at the Kingsley Field base theater. Civilians and military personnel of the Klamath Falls area are in vited to attend. Tickets for the concert are $1 for adults and 50 cents for stu dents '(18 and undor. They may be obtained downtown at the Derby Music Company. First Federal Savings and Loan and the Chamber of Commerce. Explorers Plan Woods Carnival The public has been invited to the First Annual Explorer Woods Carnival to be held Saturday at Weyerhaeuser Park on Highway 6fi, 20 miles southwest of Klam ath Falls. The carnival will feature Ex plorer Scouts competing in events sich as trap shooting, archery, fly casting, log biding and chopping. The event is sponsored by Ex plorer Post 181. and starts at 1 p.m. In Warns Of Destruction a stern lecture to Vietna mese generals, whom he accused of inadequate precautions against the expected coup, Nhu is report ed to have said in such an event the city should be razed and the government, if necessary, take to the mountains. Living in the presidential pal ace with bachelor President Ngo Dinh Diem, they are two of the most influential persons in South Vietnam. Nhu runs the secret police and reportedly tells the president which army officers should re ceive promotions. Nhu frequently has accused the United States of encouraging an abortive revolt against the Ngo Dinh Diem regime in 1960. This time, he says, any new 'at tempt at a coup d'etat would be both anti-American and anti- Buddhist. Charges U.S. Pressure lime. Nhu has accused the United States of bringing pres sure to stop her own anti-Buddhist statements including one that the women of South Viet nam should clap hands at each new Buddhist burning. Nhu's threat to burn the city ignores the fact that for the gov ernment the act would be as sui cidal as the fiery deaths of Bud dhist monks. But Nhu in the past lias been suspected of creating emergen cies for his own purposes and this threat could be interpreted as a warning to the U.S. that its own fu'ure in Southeast Asia is inextricably tied with the future of the authoritarian Dinh 4amily The conflict between the Bud dhists and tlie government has gone on (or more than three months and the Dinh family is on tlie defensive. And meantime the Communist enemy has been tlie gainer. This is the situation into which Henrv Cabot Lodee Jr. moves this week as tlie new U.S. ambassador. SAN DIEGO (UPli -The Navv confirmed Wednesday night that two Russian fishing trawlers have been operating on the edge of the Pacific missile range during test firings of missiles and satel lite launches. Capt. R. M. Hartmann, infor mation officer of the 11th Naval i, sara me trawlers were about 200 miles southwest of San Clemente island. He said the two 168-foot vessels carry electronic gear and could scan missile fir ings at Vandcnberg Air Force Base and Point Muku as well as Navy experimental activities on ban Clemente. They were tvnical fkhinn boats and appeared to be fish ing, Hartmann said. "They had a lot of gear on them. Authorities said the temporarv, restraining order issued in Baton Rouge, tlie state capital 13 miles away, may not have been filed in time to stop the defiant pro test march. Other racial developments: Birmingham, Ala.: U.S. Attor ney Macon Weaver said a false tale spread by an unidontitied Negro was responsible for a wild rock-hurling melee by 2.000 Ne groes Tuesday night following the bombing of a Negro attorney's home. The unidentified Negro had blamed an earlier combine on Birmingham police. New ork: Mayor Roliert F. Wagner said he would take pari in the Aug. 28 civil rights march in Washington. "I am clcaringlschooling since 1959, registered my desk so I can get down there in time, Wagner said. Athens, Ga.: Negro pickets sur rounded city hall in a new effort to spur integration concessions. Birmingham, Ala.: Mayor Al bert Boutwell said his home has iieen under heavy police guard because of threatening telephone calls that the residence would be bombed. Farmville, Vs.: Mine than a quarter of tlie 1.600 Negro chil dren in Prince Edward County, who have gone without public for a free, integrated, privately endowed school system scheduled to begin in September. Baton Rouge, La.: Twenty-eight Negroes will be admitted to white public high schools this fall. St. Louis, Mo.: Negroes filed a suit in federal court charging the public school system is racially segregated. Lexington, Ky.: Fifteen Negro demonstrators, including 10 juve niles, were arrested when they declined to leave a downtown de partment store after losing time in a drive against alleged dis criminatory hiring practices. High And Low NEW YORK (UPIi-The lowest temperature reported to the U.S. Weather Bureau this morning, excluding Alaska and Hawaii, was 38 degrees at Redmond, Ore., and Mullaji, Idaho. The highest temperature reported Wednesday was 106 degrees at Laredo and Cotulla, Tex. Future Soviet Arms Aid Unlikely For Red China Delay Seen WASHINGTON (UPH - Final action by the House Wavs & Means Commitlee on the tax cut and revision bill may be delayed until alter Labor Day, congres sional sources said today. Tlie committee is expected to meet Monday to consider newly dratted language for a section, tentatively approved earlier, im posing higher taxes on heirs of big estates. Informants said there would be no vote on the bill itself that day, and tlie timetable for final action probably would be pushed back until after the holiday. The committee last Friday completed all major policy deci sions on the bill, one of Presi dent Kennedy's top priority legis lative programs. As tentative ly drafted, it would slash individ ual and corporate income taxes a net $11 billion over two years. The panel still must vote on the language of a final draft MOSCOW (UPH - Strong So viet statements on Communist de fenses indicated Red China can not expect military help from Russia in any further aggression. diplomatic observers said today. Recent bitter exchanges be tween Moscow and Peking have gone beyond ideology and politics to nuclear weapons and defense secrets, giving the impression that the two giants of the Com munist world arc drifting even closer to a formal breaking point. Signs that the Kremlin will re frain from future military coop eration with Red China were seen by diplomatic observers in the bitter denunciations over the par tial nuclear test ban treaty, the Soviet military aid to India, and Russian charges that Peking be trayed Communist defense secrets. The Soviet government charged in a long statement Wednesday that the Chinese on Aug. 15 had revealed "classified documents and information related to tlie de fenses of the countries of the so cialist community." Though the statement did not specify the disclosures, observers believed they included Peking's charge that the Kremlin reneged on promises to help build atom bombs, and publication of com munications between the two states. "There is hardly anyone who will believe the sincerity of ils i China's) assurances and trust it with information of defense im portance," tlie statement said.
