4 Underworld Post Reward For 'Stoolie' WASHINGTON IUPD - To the underworld, crime syndicate stool pigeon Joseph Valachi is a living dead man. To the Justice Department, he is a breathing card index on the underworld and it intends to keep him that way. Valachi became a man on the run vvlien he defied the syndicate's blood oath of silence and turned informer for the government. The syndicate's answer to the dclcc tor: A reported $100,000 price on his head. But the Justice Department is just as determined to keep Valachi alive as the underworld is to kill him. "We are going to take every precaution necessary to protect . this man," a department official said. One source who interviewed Val achi said the short, graying priso ner, whose record goes back 46 years, "knew he would be dead in a verv short time" if the crime syndicate corners him. High Command Based on Valachi's information, the justice department has work ed out a table of high command for the underworld that includes: New York hoodlums Vito Gcno vese, Joseph Bonanno, Carlo Gam bino, Thomas Luchese and Jo seph Magliocco. In Chicago, Sam Giancana was pinpointed, in De troit, Joseph Zerilli, in Pittsburgh, Sebastian La Rocca, in Philadel phia, Angelo Bruno, in Butfalo, N. Y . Stefano Magaddino, in Bos ton, Raymond Patriarca. and in Cleveland, John T. Scalish. Justice Departnu-nt sources said the importance of Valachi's testi mony cannot be underestimated. He is expected to tell the full story before the Senate permanent investigations subcommittee, but sources said he already has shed light on a number of unsolved gangland murders, including the unsuccessful murder attempt on racketeer Frank Costello, and the successful killing of gangster Al bert Anaslasla in New York in 1957. A similar resolution in the Hoika by Rep. Otis G. Pike, D-N. Y., has about 20 co-sponsors. ALTURAS - Peggy Callahan and -Mike Duncan have been named Modoc County's 4-H All Stars for 196.1. The All-Star award is the highest award available in county 4-H work. Selection is based on project work, character, and leadership. The selection committee made up of Don Hotchkiss and Mildred Garrett, Lake County 4-H lead ers, and Barbara Slodt, l.ake County home demonstration agent, selected the two top 4-Hers from six applicants. The others under consideration for the award were Jeannie Caiman, Cascade 4-H; Judith Peterson, Mt. Bidwell 4-H; Lorna Stewart, Cedarville 4-H, and Ted Fisher, Pitt River 4-H. By At, Kl'ETTNER Lnited Press International One of the most ambitious pro grams ever advanced fnr the up grading of the Negro race in America has been proposed by the National Urban League. The proposal, quickly named the "Domestic Marshall Plan," would call for the expenditure of the estimated $10 billion over a 10-year period. The project's aim would be to close the gap, except socially, between the Negro and white citizen of the United States. The Urban League, which con ceived the idea and wants to manage it, acknowledges there are many hurdles to surmount before final plans can be an nounced. That is expected within the next three months. Just Starling "We are just putting the meat on the bones now," Herman Sweatt, assistant director of the Urban League in the South, said. The spokesman said the federal government is exploring "at a high level" the feasibility nf the project. Whitney Young Jr., Ur ban League executive secretary, was in a day-long conference at the White House Tuesday during which the proposed program was discussed. Young visualizes being financed by and local governments as well as I because of the long lag between by private foundations. The U. S. "Marshall Plan" would finance job training and apprentice courses for Negroes, scholarships, health programs, business financing, hook buying and tutoring. Gap Is Widening "The gap between Negro and white, across the board, is always widening in terms of such things as education and income," Sweatt said. "If we are going to close that gap, something in addition to equal opportunity has lo be add the program cd. We must go beyond equality.' lederal, stale The Urban League leels that the education of large masses of Negro and white children, the fi nest teachers should now be made available to Negroes, whether in-i integrated or in 100 per cent Ne-I gro schools, the proposed pro gram would help pay the cost. The Urban League plans to con centrate heavily on the advance ment of job opportunities for Ne groes and it is here that much of the money would be spent. His estranged wife. Kathy Gib son, was treated for shock at a hospital but was otherwise unin jured. Gibson was killed in an ex change of shots with deputy sher iffs Dave Tankerslcy and Spencer Gaston who located him after a search of nearly three hours. Authorities gave this account: Mrs. Gibson returned from a trip to Idaho and sought to visit her children. Gibson refused and, according to Mrs. Gibson, threat ened to kill her. She fled his home and was walking in downtown Coos Bay with her mother when Gibson drove up in a car. Mrs. Gibson said he fired at her mother and then forced her into the car. They drove to his hpme. Trankersley and Gaston arrived with a warrant for his arrest. The officers came upon the couple and ordered Gibson to drop his .30-.3O carbine. Shots were exchanged and Gib son fled up a hill into heavy un derbrush, forcing his wife with him. The officers radioed for held. State and city police joined dep uties and for nearly three hours combed the hills. Shortly before 7 p.m. Tankersley and Gaston came upon the couple. They said Gib- . son first fired at his wife, missing her as she ducked behind a tree. , Gibson then was killed in an ex change of shots. Gibson, a farmer, lived in the Boise addition south of here.
