Industry Group Plans Fight On Tax Referral SALEM I LP! i Associated Ore gon Industries announced today it would oppose passage of the tax referendum if it gets on the ballot in October. The Oregon Supreme Court heard arguments on the ballot title for the tax referendum this afternoon. Its decision on the title Mill clear the way for opponents ol the 1953 legislature's tax bill, de signed to raise an additional $tiO million, to circulate petitions to ry to put it before the people for vote. "Although we recognize the right of every Oregon taxpayer to reject legislative measures hy referendum and that they i tax payers' have become disturbed by delaying tactics bv certain groups, we also lecognize what could occur should the legislature be reassembled," Carey said. Democratic leaders told President Kennedy today that the outlook is "excellent" for getting "strong bi partisan support" on ratification of the partial nuclear test ban treaty. Senate Democratic Leader Mike Mansfield, Mont., told newsmen following a weekly White House legislative conference that t h e U.S. test ban negotiator, Undersec retary of Stale W. Averell Harri man. made "a tremendous im pression" Monday during an ap pearance at a joint meeting of three Senate committees on the test ban treaty. As far as the senators could te so far. Mansfield said, there arc "no gimmicks, no side issues' tied to the treaty. Senate ratifi cation by a two-thirds vole h needed before U.S. participation in the three-power agreement can become final. While Mansfield indicated Har riman's explanation of the treaty was impressive, a good many sen ators still were withholding a fi nal commitment on whether they vyould vote for ratification. They wanted to get a bettor sampling of the opinions of the folks back home. Briefings given by Harriman and other administration spokes men Monday to congressional committees indicated broad sup port for the pact in the House as well as the Senate, Manslicld said, and he was more optimistic' than many other senators that ratification would come (airly fast.
