Urges Nuclear Tests By U.S. Continue WASHINGTON UPI - Sen Slrom Thurmond, 1S.C, attack ing President Kennedy's plea for a Soviet policy of "mutual toler ance," moved today to put the Senate on record in favor of con tinued nuclear tjts in the atmos phere, -The one-time Djxiccrat candi date for President offered a reso lution calling for suspension of negotiations for an end of nuclear testing "until a new scries of nu clear tests have been completed by the United States." Thurmond's prepared Senate speech was a point-by-point as sault on the President's American University commencement ad dress of Monday. In it Kennedy proposed a "strategy of peace" to lend this country and Russia out of. the "vicious and dangerous cycle" of the cold war. Thurmond denounced both Ken nedy's language and his an nouncement that a high-level U.S. - British - Soviet conference on nuclear testing would be held soon in Moscow. He said the ad dress reflects the principles of what the senator termed an "in famous and Illusive" foreign poli cy paper which he attributed to Walt W. Hoslow, State Depart ment policy planning chief. "Surely most Americans agree that an American citizen in the uniform of his country can expect to be served a cup of coffee," said Sen. Philip A. Hart. D-Mich. I just don't equate that with socialism." Hart was defending Kennedy's television appeal to the nation for support of civil rights against Sen. Richard D. Russell, D-Ga., leader of the southern bloc. Mrs. Hargrave was a native of Erinsville. Ontario, Canada, born Jan. 26. 1888. She came to Klam ath Falls with her husband Harry j in 1918, and Mr. Hargrave, who survives, was superintendent of Ewauna Box for 32 years. Survivors are the w idower.
