New Aid To Education Proposal Introduced WASHINGTON (UPI) - Sen. Abraham A. Ribicoff introduced a measure last week he said would help reduce the religious contro versy over federal aid to educa tion. The former Health, Education and Welfare secretary said his six point program was part of the new approaches needed to end the bitterness over use of federal funds to help private and paro chial elementary and high schools His program would provide tax reductions up to $1,500 for college expenses at both public and pri vate colleges and up to $100 for tuition expenses at private schools. Federal funds also would be used to pay public schools for al lowing their facilities to be used Nikita's Diplomatic Victory Over Red China Said Costly MOSCOW (UPI) Premier Nikita S. Khrushchev scored a diplomatics coup in the struggle with Communist cmna by enlisting Cuban Premier Fidel Castro as a full-fledged member of the Moscow camp but at a price, Western diplomats said Saturday. The conclusion was based on the Soviet-Cuban communique is sued Friday night which indicated that Castro had extracted prom ises of more economic help from the Soviet Union in exchange for his support of Khrushchev's poli cies. The diplomats said that Cas tro's support could be crucial in the face of the forthcoming ideo logical confrontation with Peking. The Cuban premier had appeared to waver between Moscow and Peking after Khrushchev pulled the Soviet missiles out of Cuba last fall. The communique issued kept secret how much help Russia would provide for Cuba's hard pressed economy. Russia never has released any figures, but Western estimates have ranged variously from $100 million to $470 million a year. The language of the communi que was confined to saying that the Soviet Union agrera um sures "for the further develop ment of economic, trade and sci entific ties with Cuba" and would pav more lor Cuban sugar. Khrushchev and Castro were reported "resting" on the Black There was speculation they might be seeking to iionout some o: the line print" in th. economic and military aid agree ments. Castro is expected to end his one-month visit to the Soviet Un ion following the Black Sea visit and fly home to Cuba.
