The State Forestry Department will administer about $2,387,000 of the budgeted amount in tlie pro lection of private federal and state lands. Slate protection dis tricts will spend some $1,139,000 of this directly on fire protection activities, with another $973,000 scheduled for department serv ices tu the districts and associa tions. The other $273,000 is budg eted for fire proofing state forest lands under the rehabilitation program. The emergency fire lighting funds of $1,630,000 is also administered by the depart ment. Private timbcrland owners will expend the other $1,539,000 of the budgeted funds through their pri vate forest protective associa tions. Some $754,000 of this will be used op association member ship lands and $785,000 on non member private lands contracted to them by the department. The private landowners themselves will spend $2,500,000 on snag fell ing, slash disposal and addition al fire fighting patrols and equip ment needed for forest land arcaS containing a higher degree ofi hazard. Phipps pointed out that of the S3.926.0O0 budgeted, the general public will contribute approxi mately $1,431,000 toward the cost of protecting Oregon's forest lands. Of this, about $616,000 will come from the state general fund. Another $540,000 will bo federal funds alloted under the Clarke McNary act. Oregon citizens also support a bond issue which pro vides $275,000 that are used in rehabilitation of state lands. Forest landowners including private, Bureau of Land Mange- ment and state will contribute! some $2,495,000 to the normal for est protection activities, while the additional $2,500,000 will be pro vided by private landowners to- ward extra protection on their more hazardous forest lands. Of the $1,630,000 in tht teal ofj emergency fire fighting funds.! about $1,258,000 is contained mi a west side fund made up through severance tax on all timberl harvested from lands within the boundaries of the forest protec tion units in western Oregon. An additional $72,000 has been ac cumulated through an acreage and volume assessment In east ern Oregon for emergency fire fighting purposes. Another $300, 000 has been set aside from tim ber harvested on state - owned lands for emergency fire fighting where fire breaks out on these lands, thereby involving the state in certain landowner responsibilities. 1 1 (Community. Offer Swims Into Iron Gate Dam Fish Ladder A big California river otter, a rarity in the wildlife of the state according to biologists, has been freed into the Klamath River near1 Hornbrook,, Calif., after getting into the fish collecting facilities of Pacific Power & Light Com pany's Iron Gate hydroelectric development. Pacific Power fisheries biolo gist Jack Hanel reports the ot ter was observed swimming in the fish ladder and is presumed to have followed migrating steel head and trout into the facility. The specimen was a fine one. weighed an estimated 30 to 40 pounds and measured more than three feet long. "And fat and sassy," adds Hanel. With assistance of Jim Riley, of the resident staff of the Cali fornia Department of Fish and Game, the otter was herded into one of the empty salmon holding ponds and then netted. The creature was next put into a canopy-lopped pickup truck and carted a mile or so downstream and freed. "Our friend loped about half way to the river bank, and then turned to stare at us for moment as if we were out of our minds to have released him Hanel said. This was over My mother has yet to mention it, although she writes to me often and we have spoken on the telephone many limes. She is obviously so bitter and unhappy about the separation that she cannot bring herself to speak of it. My brother who is 17 told me mother made him choose between her and dad. He chose her. Forest Fire Season Date Proposed Acting under the terms of a new law passed last month by the state legislature, the Klam ath Forest Protective Association and the Fremont and Winema National Forests have recom mended to the governor that the 1963 forest fire season become effective at midnight Monday, 20. The recommendation includes most of the forest and brush land In Klamath and Lake counties. The new land empowers the gov ernor to make this closure on the recommendation of the local fire control agencies, based on fire danger conditions. Under the old law, the lire season automati cally became effective April 1, regardless of the fire danger. When the season is declared ef fective burning permits will be required for open burning with in one-eighth mile of forest or brush land. Permits can be ob tained at all offices of the KFPA , ;ind Winema ranger stations at Chcmult, Klamath Agency, and in the County Veterans' Memorial j Building in Klamath Falls. Per mits are not available at the of- lice of the forest supervisor on Main Street.
