Voluntary Car Safety Check Set A stale-wide program of vol untary vehicle safety checks in volving over 40 Oregon commu nities will get under way during the last two weeks in May, ac cording to the Trallic Safety Di vision of the Oregon Department of Motor Vehicles. The saiety check stations will be manned by local civic and service organizations to locate de fective safety equipment and fo cus attention on the importance of vehicle condition as a factor in traffic safety. Inspections will continue through the remainder of May and June, national vehicle safe ty check months- A special representative on loan from the auto industry has been working in Oregon for the past several weeks, providing commu nities and organizations with ma terial and advice on conducting successful check lanes. Don Hudlcr, a sales promotion spec ialist for General Motors, is co ordinating his activities through the Traffic Safety Division of the Department of Motor Vehicles in Salem. The voluntary vehicle inspec tions arc part of a nationwide program sponsored annually by the Auto Industries Highway Safety Committee and Look Mag azine, in cooperation with the As sociation of State and Provincial Safety Coordinators. While it appears unlikely it will happen now, indications are the sales tax issue could dominate the 1963 session. Tom Hanlin, information officer and visited the 322nd Fighter Squadron, Armament and Elec Ironies Building, Maintenance Hangar, Flight Simulator and Precision Measurement Labora tory. The tour members, mathemat ics or electronics instructors and students, were briefed at the 322nd Fighter Squadron by Lt. Richard Hall, and at the Arma ment Building by Chief Warrant Officer Walter G. Appel. Participating in the tour were Ole Lundc, Walt Spencer, C. P. Wcstwood. D. M. Hull, Lloyd Ol son. Mr. and Mrs. Bob Baird. Paul Chitwood, Gary McCollum, Arthur. Lecour. Wayne Lecnur, Al Stone, Ben Morrison and Earl Duclc. anti-sales tax lawmakers feel the voters should be given a chance to make the decision. It's been! almost a decade since there has been a statewide vote on a sales lax. At present, the House is strong ly anti-sales tax, and the Senate is pro-sales tax. In both 1959 and IBM the Senate substituted a sales tax or House approved tax measures. The House was able to vote down the maneuver on both occasions. Nationally, 37 states now impose sales taxes. Oregon's neighbors to the north and south, Washington and Cali fornia, levy sales taxes. Proponents argue it is a "pain less'' lax, and in most cases pro duces more revenue than antici pated. Opponents charge a sales tax is unfair to low-incomt families. Indiana was the latest state to impose a sales tax. Four other states have boosted existing rates this year to meet the need for more revenue. Several other states are consid ering rate boosts. Others have closed "loopholes" and tightened up collection procedures. ( Pennsylvania is considering a .i per cent hike which would take its sales tax to 4 5 per cent, high est in the nation. The states that do not now levy a sales tax, in addition to Oregon, are Alaska, Delaware, Idaho, Massachusetts. Minnesota, Mon tana, Nebraska, New Hampshire. New Jersey, New York. Vermont and Virginia. Last year the sales tax states collected more than $5 billion. While a sales tax may be "pain less." it is not without its head aches. V Some states ease the problem by collecting the tax on every thing. But when there are exception, there are headaches. If you ex empt food, do you also exempt restaurant meals? If drugs are exempted, are such items a? aspirin and band-aids considered drugs? The sales tax plan that was killed in the House this session exempted food and farm supplies. A businessman w ho has to pay a sales tax when he buys a de livery truck won't agree that a farmer should be exempt from the tax when he buys a tractor. There are collection problems. and costs.
