UP Telephoto 'Nightmare1 Conditions At Hospital Disclosed SAN FRANCISCO (UPH-A San Francisco woman has disclosed "nightmare" conditions at Fair view State Hospital that led Gov. Edmund G. Brown to order a sweeping investigation of treat ment programs at all 19 state mental institutions. The charges of maltreatment were made by Mrs. Stephen Wal ter and two colleagues following a tour of Fairview Hospital at Costa Mesa in Orange County March 29. Mrs. Walter is an of ficial of the California Council for Retarded Children. Investigations of her charges were being made by the Califor nia Medical Association, the state Race Leader King Jailed 13th Time Suicide-Bent Honor Student Tells Of Bloody Slaughter At Sea BIRMINGHAM, Ala. ( UP! -Tile Rev. Martin Luther King Jr. was arrested for the 13th time in eight years of anti-segregation work Friday at the head of a protest march followed by about 1,000 Negroes. King and 54 other demonstra tors, including several of his top aides, were jailed for defying a court order. ine arrests brought to more than 200 jailings in 10 d a y s of racial protests and drastically cut the top leadership in the current campaign. Say Campaign Continues Remaining racial leaders were quiet about future plans, includ ing whether King plans to remain in jail, but vowed that the cam paign would continue. At a mass meeting Friday night, the Rev. James Bevel told the crowds, "If you go to Negrot,e churches Sunday, wear blue jeans. If you go to white churches, wear' last Easter's clothes." He referred to planned Easter Sunday "kneel-ins" and a boycott campaign in which King has urged Negroes to buy only food and wear only old clothes. King himself wore a work shirt and blue jeans in leading the march Friday. He walked from the Sixth Av enue Zion Hill Church followed by a vanguard group of about 40 marchers and raised his voice in a "freedom hymn." About 700 spectators who were waiting out side fell to their knees as King marched through. He had a last word to his fol lowers: "Keep the movement go ing." The action was open defiance of a circuit court order which for bade King, or other leaders, from taking part in. or promoting demonstrations. attorney general's o f f i c e and Orange County authorities. Mrs. Walter said she was ac- companied on her tour of Fair- view by Mrs. Emil Bergcr, presi dent of the California Mental Health Association, and Patricia Dunbar of the Council for Retard ed Children. The three inspected a closed I ward for men and boys and then came upon a long row of "se clusion cells," Mrs. Walter said. "We asked the attendants to open one of the locked cells." she said. "In it a young man of 18 to 20 was lying naked on the con crete floor, with nothing, not even a mattress, not a blanket, noth ing, except a bedpan that hadn't been emptied for a day or two." In the next cell, she said, there was another man who did not have a bedpan. "We asked how long they had been in the cells. One had been there two years, the other B to ft months. We asked if they were in there 24 hours a day. An attendant said: 'No, only 22 hours.' " In an inspection of the women's ward, Mrs. Walter said, some of the patients were naked, others in rags. The wrists of one naked woman in a seclusion qelj wore held by heavy leather Handcuffs which in turn were attached to a heavy leather belt around her waist, she said. "We then heard noises behind a locked toilet door. We asked the iltendant to open it, and out (lew a naked young woman who had scratches all over her body, "We asked why she was locked in, and were told it was 'for pun ishmenl.' We asked why she .was in the toilet instead of a cell "The attendant said she prefer red the toilet because it has a little vent in the bottom of the door. "Presumably, this pathetic nak. ed thing could lie on the floor of toilet and look out." Mrs Walter said. KEY WEST. Fla. (I'PI -Police! said Saturday a high school honor student apparently planned a lone y suicide at sea when he charter ed a fishing boat here, but killed the skipper and his son when his plans for getting them off the boat went awry. Roger Foster, 17. of Griffin. Ga., told Monroe County, Fla., in estigators and FBI agents of a desperate struggle aboard the 32 loot charter boat "Dream Girl" a struggle he Inst momentarily when the captain's son took away his knife. But. said young Foster, charter Captain Douglas Trevor, 4' weakened from a stab wound w ith an eight to 10 inch fishing knife, could not hold the husky youth. The boy told police he broke away from Trevor, grabbed the knile again and killed the captain and his 22-vear-old first mate-son, Ed ward Trevor. Youth Jailed Monroe County authorities took jurisdiction in the case and jailed Foster, an honor student. Sheriff Henrv Haskins said his office would charge the youth later w ith two counts of first degree murder. Authorities said the boy had given them "several explana tions" for his actions and that they wanted to talk to him further before discussing that part of the case. Haskins said the brown-haired youth told his story calmly and became flustered only in describ ing the killings. He showed little remorse, Haskins said. Following the questioning Fos tor. still in his blood-stained clothes, ate lunch with a deputy on the patio of the jail. The boy told police he did not want any visitors, "not even rela tives or his parents. He only wants to discuss this with investi gators. The boy's mother and father, Dr. a nd Mrs. H. A. Foster of Griffin, were here but had not seen their son. A 95-foot Coast Guard cutter brought Foster here Saturday as a prisoner in a narrow "bosun's hold" near the bow of the vessel The boy clambered out wearing blood-stained tee-shirt, baggy nondescript trousers and a sun burn from more than a day at sea. He wore black horn-rimmed lasses. The Coast Guard towed to shore the white and blue Dream Girl. Us decks, cabin, and wheel were all stained with blood. There was blood on the while hull and on the fishing chairs, both on a lower deck and on a second level flying bridge. It reflected a terrific struggle before young Foster stabbed the Trevors into submission, and later threw them overboard at a Spot near the Marquesa Keys. This is a small cluster of islands about 20 miles west of here. Talk With Boy Sheriff Haskins, chief Investi gator Robert L. Brown and FBI agents Ralph Jensen and Patrick Philbin reconstructed what ap parently happened after a long session with the boy in the Mon roe County jail The boy apparently left home Monday in the family car and spent two nights in Key West, po lice said, before he attempted suicide with a razor blade in a motel room and then chartered the Dream Girl Thursday morn ing. "He told the captain he was a college student and that he want ed to study the geographical lay xit of the Marquesa Keys." Has kins said. The boy said he was to pay $65 for the charter but did not have all of the money.
