Churchill The House Tuesday voted overwhelmingly but not unanimously to bestow honorary citizenship on Sir Winston Church ill. The 21 "no" votes cast came as a sharp disappointment to back ers of the resolution, who had hoped for unanimous approval. The measure, which directs President Kennedy to "declare" honorary citizenship for the 88- year-old British statesman, now goes to the Senate for expected approval. Those who opposed the resolu tion said they voted against the resolution because they feared it might dilute the prestige of nor mal citizenship and set an unde sirable precedent Ratings The owners of Conlan Associates Inc. were unable to tell a House commerce subcommittee who conducted four audience sur veys the company sold to radio stations. The subcommittee staff said that in four surveys sold in the Tucson. Ariz., area in I960 and 1961, the people who were supposed to have conducted the surveys either denied doing so or couldn't have done so. One wom an was reported to have been in traction in a hospital at the time J Disarmament Dr. F. A. Long, the Disarmament Agency's top! scientist, told the Senate-House Atomic Energy Committee that U.S. officials are "very conscious" of the risks involved in a nuclear test ban treaty.
