Luce today called for more stor age dams on the Columbia River. He particularly urged early con iUui'Uon of Knowles Dam and reservoir on western Montana's Flathead River. Luce addressed the Columbia basin Inter Agency Committee terc. The BPA chief said there were loo few storage projects in the Columbia River system in rela Hon to "run-of-the-nver dams The result, he said, is that "run of the-rivcr" dams produce great quantities of secondary, or sea sonal power. With adequate storage, he said, much of tlus secondary power could be turned into firm power, or "that which can b guaran teed for delivery day-ln and day-out." Luce said Knowles Dam could provide 256,000 kilowatts of power at the site, and that its storage could increase generation of down stream projects by 700,000 firm kilowatls. Luce said firm power is I h amount that can be producted in the lowest streamflow of record, called the "critical water year, which happened in 1938-37." "Secondary, or seasonal, pow er can be produced to the cxlcnl that streamflow is greater than critical," he said. "But it cannot be guaranteed." Musa's Tax Views Rapped SALEM (UPI) - A blistering attack on Senate President Ben Musa's tax views was issued to day by Rep. Victor Atiych, R- Portland, sponsor of Gov. Mark Hatfield's tax bills. Musa said Tuesday that Ore gon's Income tax should be e fixed percentage of the federal in come tax for tha sake of simplic ity. Atiyeh termed Musa's statement an "eleventh hour desperation pronouncement" that "contributes nothing but discord to Die work ing relations of the two tax com mittees." Musa, when advised of Atlych's attack, said its unfortunate he didn't talk to me about It." Musa raid that when he made the sue gcstlon he said it might be the way to collect taxes, but he did not call for such action at this time. The Portland Republican charged Musa was attempting to promote himself ... at the ex pense of both parties who have worked long hours on the serious problem of taxation." Atiyeh said Musa's statement had contributed to a delay in the session and "confusion on com promises which are being affect ed through the cooperative atti tude of House Speaker Clarence Barton and Tax Committee Cliair man Richard Eymann." Atiyeh charged "tlie Senate president has violated every ethic in the book." and said it was "deceit" for Musa to call for one tax program In his legislation and another in his public utterances. An official communique issued at the end of two days of con-' (crences here with presidential envoy Livingston T. Merchant. said British ministers assured: him of "continuing support for the idea" of the American plan." The ministers expressed their "hopes of finding ways to partici pate in the project," the commu nique said. At the same time, the United Slates pledged support for the British-sponsored idea of prompt creation of a NATO nuclear force composed of existing nuclear weapons of the United States, Britain and other allies. The joint communique said fur-: ther: "The conversations con firmed the agreement in prin ciple between the two govern ments that a multi-lateral force would make an important contri bution to the unity and strength of NATO." British support for the Ameri can plan did not Involve an im mediate commitment to partici pate in the project. The British government has both technical and financial hesitations.
