( "This is a massive attack on a missive problem," said Dr. Jo seph O. Loretan, associate super intendent of schools in charge of junior high schools. The problem is nationwide. An estimated 25 to 30 per cent of all Ihe nation's school children can't read well enough to get the other lessons in their textbooks.' In New York, five per cent of all seventh grade youngsters have been found to 'e reading like third graders. Teams of expert reading teach-i ers will spend six to eight weeks in each junior high school this year. They will take over class es and give reading instruction in the regular materials ot the course, be it geography or metal working. To some extent the instruction will be what educators call "mo tivational" designed to prick the ' child's interest in learning by showing how reading is essen tial to even such simple tasks as marketing or carpentry. The youngsters who already read well will be encouraged to increase their speed and under standing, to develop different tech niques for different kinds of read- ing material. And, most important, the teachers also will be going to school, observing the lessons in their- own classes and working in lunch hours and alter school with the members of the teach ing team. It's additional work that most of them are willing if not eager! to undertake, Loretan said. "They are so frustrated now doing class work orally because the young sters can't read the content or the directions." . When the team moves on at least some of the schools will still have a consultant for read ing problems on hand. A program started three years ago has been giving one teacher in each school a year's on-the-job training in reading. This is not expected to solve the problems of the most severe ly retarded readers. About half of them will be enrolled this fall in a promising experimental course in programmed instruction under the direction of Mrs. Shel ley Umans, reading coordinator tor the junior high schools. This one-small-step-at-a-time in struction is based on third gradci reading ability. It was tried out on small groups of both seventh and third graders last year, and seemed to work equally well on both. First testing was done not only in New York but in Los Angeles and other cities and among Ne gro youngsters without schools in Prince Edward County, Va. It will be used on an experimental basis in about 150 schools across the country this year. Whatever docs turn out to work something like these two attacks is likely to remain in the junior high schools even after the ele mentary schools correct their defi ciencies in reading teaching. There are two reasons. Every big city will continue lo be faced with the problem of mi grating Americans. Large num bers of the families who move lo New York and Chicago and Los Angeles each year come from sub standard school districts and cul turally poor areas; many don't even speak English. It isn't a very big role, either, but it's the only feminine part in Ustinov's multi-million-dollar pic ture, "Billy Budd," now nearinj completion at suburban Elstree studios. "Peter and I believe in doing things together," says Mrs. Usti nov, "and giving me this part was just part of the tricky busi ness of living and working togeth cr." In film life, Mrs. Ustinov is the Canadian-born actress, Suzannel Cloutier. "We really have no home," she says. "We live all over the world wherever Peter is making pic tures. Fortunately, our three chil dren are young and they go with us wherever we go. She lowers her voice because off in a corner of the set, Peter is speaking one of his many lines as Capt. Joy picked up Paola Ganzio, 18. of Turin, when a busload of 35 exchange students from 20 coun tries were dispersed to homes 'n the neighborhood for a two-day, three-night stay. It was their last stop-over be fore converging with 53 other such busloads on the University of Mas sachusetts at Amherst at the end of "bonus" tours of America. At Amherst, the 1,847 students from 50 countries spent a final three days. Then they headed home after nearly a year in this country under the sponsorship of the American Field Service, which operated ambulances in both world wars and now works to spread in ternational good will through its student program. My first impression of Pflo'a was that hero was a girl who looked fresh and pretty without benefit of makeup. Her smile was pleasant and friendly, ' her hand shake firm and her self-assurance and poise remarkable for a teen ager. Her English was flawless. Paola was a tired girl and read ily admitted it. UPI - A group of Naval ROTC midship men put their physical and med ical training to practical use at the scene of a highway accident here. The accident occurred when a delivery truck collided with two cars. The midshipmen, about 20 of them, were returning from a lour of Concord Naval Ammuni tion Depot and saw the accident. They used their strength to lift the truck holding it up for 10 minutes while (he driver. pinned beneath was removed.
