York City's junior high schools
this year with recipes in" home
economics, directions in shop
classes, with history and science
, texts, as well as the usual English
books. (
"This is a massive attack on
a missive problem," said Dr. Jo
seph O. Loretan, associate super
intendent of schools in charge of
junior high schools.
The problem is nationwide. An
estimated 25 to 30 per cent of all
Ihe nation's school children can't
read well enough to get the other
lessons in their textbooks.'
In New York, five per cent of
all seventh grade youngsters have
been found to 'e reading like third
graders.
What has caused this seemingly
shocking failure in the schools still
is being hotly debated and there

they say, is now plodding
on through high school, and is be
ing discovered, not intrequently.i

Whatever the cause, the an
swer is better teaching, Loretan
said. His mass crash program
aims to make every teacher a
teacher of reading to some de
gree. Teams of expert reading teach-i
ers will spend six to eight weeks
in each junior high school this
year. They will take over class
es and give reading instruction in
the regular materials ot the
course, be it geography or metal
working.
To some extent the instruction
will be what educators call "mo
tivational" designed to prick
the ' child's interest in learning
by showing how reading is essen
tial to even such simple tasks as
marketing or carpentry. But it is

ers. The youngsters who already
read well will be encouraged to
increase their speed and under
standing, to develop different tech
niques for different kinds of read-
ing material.
And, most important, the
teachers also will be going to
school, observing the lessons in
their- own classes and working
in lunch hours and alter school
with the members of the teach
ing team.
It's additional work that most
of them are willing if not eager!
to undertake, Loretan said. "They
are so frustrated now doing class
work orally because the young
sters can't read the content or
the directions."
. When the team moves on
at least some of the schools will
still have a consultant for read
ing problems on hand. A program
started three years ago has been
giving one teacher in each school
a year's on-the-job training in
reading. About one-third of the
hc snow banks of Larchmont, it
is a cheery oasis for the readers
the sleepers, the bridge players
the talkers and just plain riders
who inhabit other parts of the
train.
But such invasions come only
on emergency occasions. On or
dinary evenings, the 5:11 is filled
with regulars, built around a hard
core from Madison Avenue. Char-

training is continuing.
This is not expected to solve
the problems of the most severe
ly retarded readers. About half
of them will be enrolled this fall
in a promising experimental
course in programmed instruction
under the direction of Mrs. Shel
ley Umans, reading coordinator
tor the junior high schools.
This one-small-step-at-a-time in
struction is based on third gradci
reading ability. It was tried out
on small groups of both seventh
and third graders last year, and
seemed to work equally well on
both.
First testing was done not only
in New York but in Los Angeles
and other cities and among Ne
gro youngsters without schools in
Prince Edward County, Va. It will
be used on an experimental basis
in about 150 schools across the
country this year.
The program is basically a sc
ries of self-teaching books or
pamphlets which ask a question
on one page, give the right an
swer on the next and proceed
through similar steps to repeat

all the while, the child is reading.
"We don't think everything is
wonderful," Mrs. Umans said.
"But we're moving, which is im
portant. And we're not afraid to
fail. If this doesn't work, we'll
clear it out and look for some
thing else."
Whatever docs turn out to work
something like these two attacks
is likely to remain in the junior
high schools even after the ele
mentary schools correct their defi
ciencies in reading teaching.
There are two reasons.
Every big city will continue lo
be faced with the problem of mi
grating Americans. Large num
bers of the families who move lo
New York and Chicago and Los
Angeles each year come from sub
standard school districts and cul
turally poor areas; many don't
even speak English.
And more and more educators
are coming to believe that even
under the best , circumstances
reading is not something you
learn for life inelementary school
but a many-faceted skill which
needs sharpening on new materi
als as a student matures.

Peter Ustinov Casts
Pretty Wife As Ugly

LONDON (AP)-With consider
able bravery, Peter Ustinov has
put his pretty wife in a movie
role that describes her as:
"Neither young nor old, neither
beautiful nor ugly just a woman
resigned to her state and status.
It isn't a very big role, either,
but it's the only feminine part in
Ustinov's multi-million-dollar pic
ture, "Billy Budd," now nearinj
completion at suburban Elstree
studios.
"Peter and I believe in doing
things together," says Mrs. Usti
nov, "and giving me this part
was just part of the tricky busi
ness of living and working togeth
cr."
In film life, Mrs. Ustinov is the
Canadian-born actress, Suzannel
Cloutier.
"We really have no home," she
says. "We live all over the world
wherever Peter is making pic
tures. Fortunately, our three chil
dren are young and they go with
us wherever we go.
She lowers her voice because
off in a corner of the set, Peter
is speaking one of his many lines
as Capt. Edward Fairfax Vcre, in
Ustinov s adaptation of the Her
man Melville classic of good and
evil on the high seas.
"We started the picture in
Spain." Suzanne goes on, "and
now we're up here for the interior
shots, and having a part however
small in 'Billy Budd- is part of
being with Peter.
"I don't want to become one of
those film wives who sit around
in a hotel or a home boring them
selves to death while the husband
is working. So. I asked Peter toj
give me a part.
'But darling," he told her, "Her
man Melville wrote no part for a
woman in his book" "Thai's all
right," smiled Suzanne, "you're a
talented boy write me one."
So chaUcnprd, Peter wrote the
part.
In "Billy Budd." 'the lavishly
talented Ustinov is ihe tctor, pro
ducer, director and script writer.
He also acted as casting director.
In the meantime, he has a nov
el on the London market and has
finished a new long-playing rec
ord. He still finds time for tele

She's Charming Exchange Pupil

week." my wife said.
'Yes. dear." said 1. engrossed,

An exchange student is stop
ping with us a girl from Italy."
said Joy. She repeated the state
ment to finally get my attention
Then she put an end to such
protests as, "but we don't speaK
Italian."
There, were lots of unanswered
questions in both of our minds I
questions thousands of familie:
across the nation had asked be
fore us and questions hundreds
more are asking today. About 2,3t)o!
more exchange high school stu
dents are traveling this month to
the homes in virtually everv
state where they will spend the
next school year.
Joy was briefed at a meet
ing in the high school' auditorium
a few days later, but many ol
the questions remained unan
swered. And then came Paola.
Italy, take back your Gina Lol-
lobrigida, Sophia Loron and all the
rest. We're Paola fans forever.

Joy picked up Paola Ganzio, 18.
of Turin, when a busload of 35
exchange students from 20 coun
tries were dispersed to homes 'n
the neighborhood for a two-day,
three-night stay.
It was their last stop-over be
fore converging with 53 other such
busloads on the University of Mas
sachusetts at Amherst at the end
of "bonus" tours of America.
At Amherst, the 1,847 students
from 50 countries spent a final
three days. Then they headed
home after nearly a year in this
country under the sponsorship of
the American Field Service, which
operated ambulances in both world
wars and now works to spread in
ternational good will through its
student program.
My first impression of Pflo'a
was that hero was a girl who
looked fresh and pretty without
benefit of makeup. Her smile was
pleasant and friendly, ' her hand
shake firm and her self-assurance
and poise remarkable for a teen
ager. Her English was flawless.
Paola was a tired girl and read
ily admitted it.
After all, she was on the last
leg of a trip that began when she
lelt her "American parents, in
Modesto, Calif., boarded a bus in
Sacramento and crossed the na
tion, stopping with families in
Lovelock, Nev.; Ogden, Utah; Lar
amie, Wyo.; Fremont, Neb.;
Woodhill and Highland Park, III.;
Lakewood, Ohio; Biglerville, Pa.,
Washington, D.C., and Media, Pa.
She had seen some of the
vision and radio and for his
family.
Somebody asks him what he.
does in his spare time.
"Well," says Ustinov, "there's a
new play 1 want lo do. I'm turn
ing that over in my mind. And
a new book. Yes, I've got to get
that started soon."
"And, the children?" breaks in
Suzanne.
"Oh, yes," says Peter, "I'm tak
ing them down to the seaside next
weekend."

la, 7, Igor, 5, and Andrea Claudia,

An assistant director taps him
on the shoulder, and tells him a
scene has been lighted and set
up. .
Two minutes later the camera
is on him.
"Be very quiel, please," asks1
the assistant director. "There arc
enough creaks in this cabin as it
is"
"I beg your pardon," breaks
in Ustinov, "did you say 'creaks'
or 'creeps?'"
"Creaks," explains the assist
ant director.
"That's Peter," he says later,
"what a pleasure it is to work
with him."
Suzanne smiles:
"What a pleasure it is to be
with him, she whispers.
MIDDIES' TRAINING HELPS

men put their physical and med
ical training to practical use at
the scene of a highway accident
here.
The accident occurred when a
delivery truck collided with two
cars. The midshipmen, about 20
of them, were returning from a
lour of Concord Naval Ammuni
tion Depot and saw the accident.
They used their strength to
lift the truck holding it up for
10 minutes while (he driver.
