By JACK RYAN The first awareness honeymooners had of disaster was a faint rumble barely audible above the roar of Niagara Falls. Then the earth trembled and the i umble rose to a crashing thunder that turned every eye downstream. An entire side of the Niagara River gorge Niagara landslides crippled power plant. was giving way, spilling tons of rock and shale on a 30-year-old power plant below. The thick walls of the Schoellkopf station cracked like dry wood, and workers fled the flying debris and bursts of bluish flame. Moments later, stunned witnesses saw only a cloud of dust rising from the half demolished power plant and the Niagara running muddy and turbulent. One man was dead; millions of dollars, were lost The headlined rock slide of 1956 was only one of several spectacular avalanches in the Falls area. One in 1954 had ripped away 185,000 tons of rock from the lip of the American Falls, radically changing one of North America's most famous attractions. I2i A new power project solves bolh problems. Far mote damaging, however, was con tinuous, unseen erosion by whirling waters of the rapids. As Thomas J. Bcrrigun, editor of the Niagara Falls Gazette, put it: "Niagara was committing suicide; the same forces of nature that had created its beauty were now destroying it" The answer? Draw off some of the tre mendous flow of water. This would serve a dual purpose: a moderate, even flow TamiXy Weekly. February 5. 19C would greatly reduce the disintegration, and the drained-off water could provide a source of inexpensive power for one of the most vital industrial areas in the U. S. For 30 years, plans for a Niagara power project stayed on the drawing boards. Many objected to "tampering" with nature. But the Schoellkopf disaster proved nature itself was its own worst enemy. In 1957 Congress gave the go-ahead for a $720-million Niagara Power Project, biggest in the Western Hemisphere. This week, northeastern New York State, as well as Ohio, Pennsylvania, Connecticut, and Vermont, will receive the first power from that long-awaited project Eventually it will produce 2,190,000 kilowatts, dwarfing Grand Coulee Dam's 1,975,000 kilowatts. Combined with a neighboring Canadian power project and the St Lawrence River Power Project, it will produce enough energy for all the homes and farms east of the Mississippi River. The treaty between Canada and the United States for use of Niagara's waters requires that 100,000 cubic feet of water Other erosion defaced the Falls itself. per second must flow over the Falls during daylight hours to preserve its natural beauty. At night only 50,000 cubic feet must drop into the 167-foot chasm. Extra water drawn off at night is stored for use during daylight hours when most needed. For Niagara electrochemical and electro metallurgical industries, keystones in both peace and defense, the new power plant means economic growth in a highly popu lated area which had been threatened with lass of its principal income producers. But tourists will see more than concrete, steel, and transformers. A new park and golf course will be created over mammoth conduits which carry water from intakes two miles above the Falls to the gener ating equipment four miles downstream. In addition, a scenic highway is being created to skirt the Falls and cross over the 40-story main generating plant. Visitors will sense, if not sec, something else at "new" Niagara: that we can harness our natural resources for a stronger America without sacrificing their beauty.
