Army Brass Sets Appeal To Women LONDON (AP) The British army's top brass was drafting plans at the War Office today for an intriguing campaign 10 win over the women. Army recruiters are going all out to prove tnai me coma noi be better in the ranks, But they know they have to convince uie women first. In the House of Commons, War Secretary John Profumo rose with an announcement that sent shud ders through former colonels sit tins alone the austere benches. The army of the future, said Pro-, fumo, must become a sort ot "housewives' choice." Britain has abolished the draft and is now entirely depcnuiii. uii volunteers to reach the desired army strength of 165,000 men. The war secretary told Parlia ment: ' At the War ouice we are engaged in a large-scale exercise to see what can be done to elimi nate some things which are still making some families discourage their sons and their daughters' boy friends from going in the army. A War Office spokesman said the army is planning to spend 136,000 pounds $3HO,uou next year on advertising and public re lations in the recruiting cam paign. Soviet Sub Eyes Herring LONDON (AP) The Soviet Union sent out a submarine Sat urday to study the habits of her rings and how to catch more of them. Tass said the Soviet research fubmarine Severyanka sailed for Atlantic herring fishing grounds north of the Faroe Islands, which lie north of Britain. An automatic camera will be used in the study, the Soviet news agency said. In addition, the submarine will make a study of the illumination in the deep parts of the Norweg ian Sea and its relation to the movements of herrings. A new and more powerful system of sub marine lights has been insta'd on the submarine for Its 4,000 mile research trip, to last 20 to 85 days. The Norwegian Sea Is the big it retch of water between the Arc tic Ocean and the Atlantic Ocean. It lies northwest of Norway. The Stale of California has scheduled a hearing Nov. 29 on a possible quarantine after a wave of pear decline was reported in the area. Hugh Taylor, chief of Oregon's Division of Plant Industry, said the quarantine would serve no bene ficial purpose because it Is not known how pear decline is trans mitted. Pear decline is a pest, and Tay- lor said it may be the result of cultural practices. He said the possible quarantine would work an economic hardship on Oregon's pear industry, which ships a major portion of Its crop Into the plagued area.
