October 11. 10(50 PAGE THREE "DENNIS THE MENACE" 4-H Club Signup Underway In Tulelake Area f Farmers Insurance Group FARM & RANCH TULELAKE Any boy or gin in the Tulelake Basin interested in becoming a 4-H member may join a club this month. Siskiyou County farm adviser Robert E. Savage announced. An enrollment drive in the Bas- in closes November 1, Savage said. Boys and girls who will be 10 years old by next January 1 are eligible for membership now Three Basin clubs are accept ing memberships. The Toiler 4-H Club will accept new members at its next meeting, October 18 at 7:30 p.m. in the Neuell School. Club leaders w ill accept member ships for the other two clubs. George Birtuistle for the Lava Beds 4-H Club and Bob Jones for the Homestead 4-H Club. Savage emphasized that 4-H work is a family project concen trating on agriculture and home economics. Subjects studied in dude beef, sheep, and swine rais ing, food piepdidiWn. and clotti ng making. Savage, said there also exists a need for adult leaders in the Basin's three clubs. And 'it's touch and go whether they'll have to pay it in 1962, too. The state Department of Em ployment announced today the rate for 1961. The rate schedule depends upon the size of the department's trust fund, out of which all benefits are paid. The 1959 Legislature passed a ' law tightening up benefits and in creasing the employer payroll tax "so that the trust fund might get healthy again. This law provides that when the trust fund equals 5 per cent of the " preceding 8-year average of total payrolls in the state, then ex . perience rales can start again. ranging from 1.2 to 2.7 per cent. If it keeps on building up at that rate, experience rates would go into effect in 1962. Klamath Youth Aboard Ship MEDITERRANEAN - Terrell L. Fuller, sonarman seaman, USN, son of Mr. and Mrs. Ralph L. Fuller, formerly 4831 Summers Lane, Klamath Falls, and now . residents of Portland, is serving aboard the destroyer USS Hy man operating with the Sixth Fleet in the Mediterranean. The Hyman participated in the rescue of a downed naval aviator while en route to the Mediterra nean when the pilot was forced to eject from his carrier-based ' aircraft after the jet engine stalled. But actuarial experts for the de partment have their fingers cross ed. They fear large-scale unem ployment this winter might drain the fund heavily. The fund shrank to $19 million during the 1958 recession year. That's why the Legislature had to take action to build it up again. The experience rates ranged from .3 to 2.7 per cent until April 1, 1958. Since then, the 2.7 per cent rate has prevailed. Putting that 2.7 rate into effect was a shock to those employers who had been paying rates of .3 and .6, as well as to others, too. Employers who have the most stable payrolls get the lowest rate. When the new experience rate schedule goes into effect, the rates won't be so low. Unemployment benefits totaled $23 million in the year ended June 30. $30 million in the previous year, and $42 million in the year ended June 30. 1958. That was an all time high record.
