Kennedy D Mass) may sidestep the April 6 Wisconsin primary boosted today the candidacy of Sen. Hubert 11. Humphrey I) Minn) for the Dem ocratic presidential nomination. Kennedy had been figured as an almost sure contestant in Wiscon sin. Otherwise his challenge to all the other Democratic presidential hopefuls to meet him in state pri maries seemed likely to collapse. But Robert Kennedy told a news conference in .Manchester, N.H., Wednesday lie thinks his brother should stay out of the Wisconsin battling. Hoberl Kennedy, who is plugging his brother's unopposed candidacy in the March I New Hampshire primary, said he thinks Wisconsin is Humphrey's backyard. 'It would be an unfair test," he said. This selectivity seemed to can cel out the effect of Kennedy's challenge to Sen. Stuart Syming ton 'D-.Mol, Lyndon B. Johnson iD-Tex) and others to meet him in primaries for a showdown on the popularity of individual candi-dates. RYAN Associated Press News Analyst The Communist Parly is re vamping its entire vast propagan da machine in preparation for a now surge forward by the world Communist movement. One aim is to tell Communists and their sym pathizers that whatever the warmth or chill of the inter national atmosphere, the struggle for communism's world supre macy must continue unabated. "There has been an immeasur able growth in the international prestige of our country and all socialist states, along with their inllucncc on the course of world history and the fate of all man kind," it adds. "As a result of the active, con sistent struggle of the Soviet Union and other socialist coun tries and all peace-loving peoples, a relaxation of international ten sion has begun to appear." But the resolution warns: "The peaceful coexistence of states with different social sys tems docs not weaken the ideologi cal struggle, for our party has been waging and will continue to wage in the future a most relent less struggle for Communist ideology." Parly propagandists are In structed lo step up their activities with regard to "problems of peace and war under present day conditions." There will be increased propa ganda abroad for what Commu nists call the "national liberation struggle" in Asia, Africa and Latin America. There will be instruction for all Communists on the "Marxist- Leninist world outlook" with special emphasis on training Com munist youth. All these instructions arc con tained in the central committee resolution. In addition, there will be a broad revision of internal propaganda. Much of this con corns a need to make the party's world ambitions attractive to the Soviet people as a matter of patriotism. OBITUARY CHASTAIN YREKA Funeral services were held for Elizabeth Barbara Chas tain, 87, Gazelle, Thursday, Janu ary 14, at 2 p.m. in Girdner's Fu neral Chapel, with the Rev. Har old Coleman of the Yreka Metho dist Church officiant. Interment was in the family plot of the Evergreen Cemetery. Airs. Chas tain died in the Siskiyou County General Hospital Monday, Janu ary 11. She had been a patient there for the past two years. She was born May 1, 1872, in Little Shasta Valley, and was the last survivor of a family of nine chit dren of Robert and Elizabeth Young of the Yreka area. Mrs Chastain lived most of her life in the Gazelle area until her illness. Her husband, Jerry, died in 1927. She is survived by two sons, Dr. Ernert Chastain of Sacramento. and Jerry Chastain of Talmadge: five grandchildren, and several nieces and nephews, including .Mrs. Gertrude Copple and Miss Ann Spangle both of Gazelle, and Mrs. Margaret Vantrease of Yreka. SAN FRANCISCO (AP)-A mas sive 10-year study of people in New Zealand has yielded plain evidence that polluted air is a cause of lung cancer, a medical researcher reported today. A quarter of a million persons who moved from smoggy, indus-1 trial England into the unpolluted! atmosphere of New Zealand pro vided the evidence. These newcomers were com pared with native-born New Zea- landers. The researcher, Dr. David F. Eastcott, thus had for comparison two virtually identical populations the same constitutional or hered itary makeup, the same way of life, the same eating and smoking habits. Lung cancer was 30 per cent higher among the newcomers gen erally than among New Zealand's 2.3 million native-born whites, Dr. Eastcott said. But among Britons who went lo New Zealand relative ly late in life after living in smoggy England for 30 years or more the prevalence of lung cancer was 75 per cent above that for New Zealanders of the same age. Then Dr. Eastcott compared a group who had moved from Eng land to New Zealand 25 to 30 years ago and compared it with a similar age group of native born New Zealanders. Even though this group of im migrants had breathed polluted air for varying periods early in lite, and then pure air for many years, their lung cancer hazard I was 20 to 30 per cent greater' than in native-born New Zealand-1 ers of the same age, the re searcher reported. I Dr. Eastcott talked to a news conference as a preliminary to a symposium which starts Saturday at the University of California Medical School. The study was made in two five- year periods while Dr. Eastcott was connected wilh New Zealand's public health department. He now is a general practitioner. He is here as a visiting researcher at the medical school. The conclus Dr. Eastcott said, that lung can- is a product of total environ ment that polluted air plays a Part, smoking another part, and infection and irritation are factors. Symington and Johnson are staying out of primaries on the grounds that these voting test represent only fragmentary senti ment and do not materially influ ence the choice of the presidential nominee. If Kennedy follows his brother's advice to stay out of Wisconsin, Humphrey would seem to be as sured of a convention run for the nomination. With Minnesota, Wis consin, South Dakota and stray delegates elsewhere, he would likely go into the Los Angeles con vention in July with more than 100 votes. Humphrey has been what some politicians call a transitional can didate. It was generally recog nized that if he could not beat Kennedy in Wisconsin he would re tire from the presidential field and get busy on the job of getting re elected to the Senate in Minnesota. But if Kennedy does not choose to run in Wisconsin and the can didate himself could override his I brother's judgment then Hum phrey's name is likely to go before the national convention. This could become something of a windfall to Adlai E. Stevenson, twice the party's presidential nom inee. Stevenson, who has said he isn't a candidate, may collect only scattered votes on the first ballot from his die-hard supporters. The former Illinois governor, however, has no home base sup port. His home state of Illinois seems likely to split its vote be tween Kennedy and Symington. If he can't win the prize him self, Humphrey generally is ex pected to turn whatever support he has over to Stevenson, an old friend. This could be the begin ning of a draft-Stevenson move in a stalemated convention. There remains the possibility, however, that If Kennedy does not go Into the Wisconsin contest that Humphrey will not inherit all of the state's votes. Sen. William Proxmire (D-Wis), might pop up as a favorite son candidate. Proxmire has said he doesn't intend to let any preildcn. tial aspirant have the state'i voti by default. If two major candi. dates enter. Proxmire said he will not run. But if only one is on tht ballot, he said his name also will be there.
