In a continuing study of wom en's attitudes toward home perma nents, the Toni Company found that complaints about the neutral izing procedure out-numbered all others. But because neutralizing is the Important step in permanent wav ing that stops the action of the waving lotion and locks in the wave, most of us just endured the necessary mixing, pouring, dab- ring and dripping. Equipped with a measuring cup, a quart bottle or bowl, cotton, sponge or appli cator, several bath towels, a spoon or stick for stirring and a quart ol warm water in which to dis solve the neutralizing powder, we mixed and stirred, then saturated each wound curl.
