Proponents of the amendment state that passage of the meas ure would allow the Legislature to fix the qualifications for both of fices so that better qualified indi viduals would hold these county jobs. They also state that under the purely elective process, and in the absence of minimum quali fications set by the Legislature this is not always the result. Opponents of the amendment state that the proposal is an at tempt by small pressure groups to deny electors their constitutional right to elect county officials.
