Lee Rankin, the Justice Department said the Su preme Court has ruled In the past that similar allegations "plainly had no substance." The memorandum said the Lee argument "also seems to be pred icated on the incorrect assumption that the state has no alternative but to allow its residents a deduc tion (or federal income taxes."' The department noted that at least 16 states do not permit such deductions.
