(iB The bodies of 23-year-old twin brothers wore re covered from the rain - swollen Laurel River near -here yesterday after a passing motorist saw part of a car protruding from the stream. The bodies Of Robert Ray Carter and William Jay Carter of Hodgenville, weren't discovered until after the vehicle was towed from the river. A twin-engine Air Force plane, barely clearing a high level bridffe, pancaked into the icy, swift-running Mongahela River late yesterday. Two of the six men aboard were feared drewned. ' The B25 bomber, equipped as a passenger plane, was forced down when, its fuel supply ran out, an Air Force spokesman said. Skimming over the Homestead Bridge, the faltering plane ditched in the river near another bridge, was carried downstream by swift current, and sank in about 18 feet of water. A truck driver, police and river men teamed up to pull the four exhausted survivors lrom the 400-foot-wide stream. Melting snow and recent heavy rains had swollen the normally placid Mongohela. Listed as mlssincr and presumed dead were: S.Sgt. Walter E. Soo- cey, 32, of Palmer,. Alaska, crew chief for the flight, and Cnpt. J. P. Ingram of Winifrede, W.Va. Dotson, 33, the pilot, of New Braunfels, near San Antonio, Tex., command er of the Nellis Air Force Base weather office, Las Vegas, Nev.i Caot. John F. Jamleson, 32, Me. chanicsburg, Pa.; M.Sgt. Alfred J. Alleman, 36. Las Vegas, and Air man 2.C Charles L. Smith, 19, Philadelphia. The survivors were hospitalized suffering mainly from shock. Phone Gffit Reds Oust Police Chief; Name Dudorov Successor MOSCOW HI A new Russian government shakeup has unseated the successor of the Kremlin's late secret police boss, Lavrenty P. Beria. The Soviet .government early to day announced the dismissal of S. N. Kruglov, who became In ternal affairs minister In July 1953, shortly after his former boss Beria was deposed and condemned to death as a traitor. The secret police were removed from Kruglov's ministry nearly two years ago but he had con tinued in command of law enforce ment police, known In Russia as the militia. The terse announcement of the new change, published on the back page of the Communist parly paper Fravda, said Kruglov had been "released" from his post and succeeded by Moscow's deputy mayor, N. P.. Dudorov. Dudorov also is listed as chief of the construction department of the Soviet Communist party's Cen tral Committee, a watchdog post checking all government construc tion, and adviser to the Soviet Council of Ministers (Cabinet) on construction. Otherwise he Is unknown to Western newsmen in Moscow. Western observers noted that the statement did not follow the usual Soviet pattern in announcing such shifts. It made no mention of Kruglov's future, whereas such an nouncements usually say at least that tUe official has been assigned to other duties. Kruglov's militia has been under increasing criticism recently for failure to deal adequately with hooliganism, public drunkenness and such outbreaks at sports events as the riot at a footoall game In Armenia last November. The Soviet Cabinet change fol lowed a series of top-level replace ments In several of the Soviet re publics. The reshuffle was viewed by Western observers as a tighten ing of controls in preparation for the 20th Soviet Communist party congress opening in two weeks. The Internal Affairs Ministry Is one of the key posts in the Soviet government, although it does not carry the weight it had under Beria because it no longer controls the secret police organization. Kruglov lost control of the secret police nine months after he took over the ministry. In a Cabinet shakeup In April 1954, the police were placed under I. A. Serov, who had been deputy Interior minister. Western newsmen recalled that Kruglov, usually one of the more affable members of the Soviet hierarchy, had seemed pensive and remote at one of the last public functions at which he has been seen.
