Stewart, commission. er-ln-charge of the valuation di vision of the State Tax Commis sion, today announced that the commission has Issued a group of rules and regulations that will help personal property taxpayers to take advantage of a new "monthly-average" method of re porting this type of taxable prop erty. , Under the new 1nw passed by the last Legislature, personal property -taxpayers have the choice of making their tax returns either on the monthly-average bas is, or on the January 1 dale as In prior years. This option, in effect for the first time this year will give relief to those taxpayers who carry a large inventory of goods, livestock, or merchandise on Jan uary 1, but a smaller amount dur ing the balance of the year. The January 1 reporting date is still in effect 'the taxpayer has until March 2 R make his report to the county assessor, but the return is based on his taxable property on the January 1 date. The change in 'the law' permits this January 1 report tp be either the actual physical'inventory as of that date, or an average of fnonthly inven tories for the previous year. The regulations issued by the Tax Commission govern the meth ods by which the monthly-averaKe option can be exercised. The prin cipal point of the recommended procedure is that tile taxpayer must keep adequate records to enable the county assessor to de termine the value of the stock on hand at the end of each month. Commissioner Stewart points out that this monthly average value shall be calculated by taking the true cash value of all the stock, as defined by the law. that is owned by the taxpayer on tho last business day of each month, add ing these monthly values together, and dividing the total by the num ber of months that the taxpayer was engaged In business dur ing the year. If a taxpayer elects to use the monthly average op tion, this method of reporting must be used on all types of personal property owned by the taxpayer ui any one cuuuiy. Options can be different, how ever, from county to county. If the taxpayer has taxable property in more than one county, he may report on the monthly - average basis In one county, while using the January 1 annual inventory method In the others. Once the option has been selected. It can not be changed for the tax fiscal year, but can be changed on the following year. January and February are the months in which most personal property taxpayers will receive a reporting form from their county assessor. If the taxpayer chooses to use the monthly-average option for reporting personal property, he must supply the county assessor with adequate records to support his report of the monthly aver age. He must also indicate on the personal property report form that he has elected to use this monthly average system. Commissioner Stewart points out that the valuation division has copies of the rules and regulations available for Interested taxpayers.
