Warned by its Palestine truce chief that more Israeli reprisals could touch off another Holy Land war, the U, N. Security Council turned today to Syrian demands for puni tive action against the Jewish na tion. The council planned to take up the explosive Arab-Israel Issue again this afternoon. Before It was a report from the scene by Cana dian MaJ. Gen. E. L. M. Burns, the truce supervisor, branding Is rael's Dec. 11 attack on Syrian gun positions along the Sea of Gall lee a "deliberate" armistice vio lation. Both sets of equipment will be turned and will operate back to their terminals tonight. Train number 20, the northbound Klamath, after being held up for several hours at Redding, will get through to Klamath Falls, where 11 will terminate. There were two major blocks on the S.P. line. Trains from the south were held up at Gibson, midway between Dunsmuir and Redding be cause of a washout. This, track has been temporarily repaired, enabling the Klamath and last , night's southbound Cascade, which was held at Dunsmuir, to get through. N. if necessary to prevent a repeii tlon of the raid. .Israel explained the attack as she has'others in the past that It was made In retaliation for past Syrian attacks and In an effort' to prevent future ones. Israeli Am. bassador Abba Eban circulated among council members what his government claims a set photostatic copies of Syrian army orders to fire on Israeli fishing boats on the Sea of Galilee, along which Jesus Christ spent much of his life. A Syrian army spokesman in Damascus denied any such Instruc tions had been Issued. Israel claims all the water area of the Inland lake. Syrian territory begins only a few miles back from the northeast shore and commands the eastern part of the inland sea. Since Shukalry complained to the council last Friday, Arab dele gates have been drumming up campaign to throw Israel out of the world organization. But there appeared little change they could muster enough support for such drastic action.. The council was not expected to go farther than an expression of censure, the action It has taken in similar 'cases in the past. Burns report said 56 Syrians and 6 Jews died in the Israeli raid on the Syrian posts. Declaring use of force, particu larly at tills delicate stage, should be "strongly condemned," Burns likened the Galilee attack to the Israeli raids on Klbya, Jordan, in October 1053. and Egyptian-held Gasa last February. "Such action." he declared, "may well produce violent reac tion by the forces of the attacked country and what had been con ceived as a limited raid develops Into full-scale hostilities." Citing Israel's claim It made the Galilee attack to silence Syrian guns menacing Israeli shipping on the sea, Burns declared: "No Is raeli boat has been fired at since the beginning of the fishing sea son.". Eban told the council Friday Syria was trying to paralyze Is raeli use of the Galilean Sea "Just as 11 has been Egypt's policy to deny Israel use of international waterways leading to her shores." len of the 11 council members already have deplored the Israeli attack and made clear they in tended to push for a stern rebuke if the Burns report bore out Syria's charges. Abbott got, strgng support yester day from two witnesses who placed him in a Red Bluff restaurant two and one-half hours after Stephanie Bryan disappeared in Berkeley. Abbott, 37, smiled broadly as the witnesses, a restaurant owner and a waitress, dealt the prosecution's carefully built up murder time table what appeared to be a stag gering blow. The testimony was of crucial im portance In backing up Abbott's timetable for April 28, the day the 14-year-old schoolgirl disappeared. Abbott Is on trial for her murder. He was arrested July 20, shortly after her body was found in a shallow grave near his Trinity County mountain cabin. Only five days before, her purse and other belongings turned up in the base ment of his Alameda home. One of the witnesses was Mrs. Rose Arnone, who last April was working as a waitress In the Chuck Wagon Restaurant owned by Robert C. Hall. She testified that Abbott entered the restaurant at about 6:30 p.m. on the nisht of April 28. She said she recalled particularly how Ab bott told her he was headimj to the cabin for a weekend of fishing. Dunns cross-examination, de. fense attorney Stanley Whitney got himself cited for contempt of court. Asst. Dist. Atty. Folger Emer son suggested tltfe witness was "biased in favor of the defense." Whitney interjected: "Remember, Mr. Emerson, you are talking to a young lady now, not one of your women of tne streets thst you have UDstalrs (in the county jail) sometimes." At this, Superior Judge Charles Wade Snook cited Whitney, to ap pear before him at -the end of the day's session. He informed Whit ney that he was fined 125 for con tempt, Mrs. Arnone's former employer. Hall, also testified that he recalled seeing Abbott In the restaurant April 28. He said Abbott was wear ing a leather jacket.
