OREGON Merged Labor Rejects Support For Ike Appeal NEW YORK -Th merged AFL-CIO has rejected an appeal lot support of Elsenhower adminls. tratlon labor policies and criticized uiem snarpiy. The more than-1,400 convention delegates voted unanimously to "condemn the administration for Its failure to live ud to its cam' palgn promises to rid the Tall- nartiey jaw of Us antllabor provi sions." Other resolutions yesterday "de nounced" oneratlon of the National Labor Relations Board under the present administration and crlll clzed current economic policies. 'The administration," said one Ben Youssef Swears In New Cabinet RABAT, French Morocco im Sultan Mohammed Ben Youssef to day swears In Morocco's first rep resentative government with Mo hammed Beltkal, as premier. The No. 1 task for Bekkal's gov ernment will be to hammer out a new agreement with France re placing the 43-year-old treaty under which the French have held the territory under tight control. The French have promised the Moroccans widely expanded self . government at home but plan to retain control of the northwest African country's defenses and foreign relations. Morocco's biggest nationalist party, the Is- tlqlal (Independence), already hjts announced It wants complete In dependence. With 9 of the 20 seats, the ! tiqlal Is the largest single faction In the new cabinet. The other mem bers are nationalists of a more moderate stripe, like Bekkal. They Include six members of the Demo cratic Independence party (PDI), four independents and one repre sentative of the large Jewish minority. Bekkal himself Is an Independent and close adviser of the Sultan, whom the French ousted from his throne 2!i years ago because of his pronatlonallst leanings, then brought back from exile in October in an effort to bring peace. Bekkal, is a 48-year-old French army veteran who lost a leg In the 1940 battle for France and retired as a lieutenant colonel. He was the Sultan's trusted personal rep resentative in France during Ben Yousscf'a two years of exile In Madagascar and represented the ruler In the negotiations which re sulted In his return. The new Cabinet must work with the French in putting down con tinuing terrorism. As Bekkal was naming the last or his ministers, the bodies of elRht Moroccans were found at Saldla, Mediterranean port city near the Algerian frontier. Their heads had been crushed. In Casablanca's New Medina na tive quarter a Moroccan was shot In a restaurant. The assassin fled. The body of another Moroccan was found, his hands tied, on a beach near Casablanca. The convention resolution deal ing with the NLRB disagreed with a series of board decisions and said. "The admlnistratlon-doml' nated board has established . . . antiunion policies almost entirely detrimental to the rights of labor. Meanwhile, AFIXJIO President George Meany apparently has moved In to squelch any feuds de veloping In the assimilation of the onetime rival AFL and CIO unions. He announced that at a founding session or ine afl-cio'i new In dustrlal Union Department (IUD) he personally would aettle any arguments over membership rights oi various unions. Tne IUD was created primarily as a unit for former CIO unions. Under Meany's apparent guid ance, the powerful Teamsters Un ion, which announced it now has grown to 1.489.000 members, modi- fled a demand for entry into the IUD. Dave Beck, teamsters president. said he would have preferred en tering tne entire Teamsters Union membership In the IUD, but based on a ruling by Meany would claim IUD affiliation for only 700.000 members. Beck later scaled down even that figure to 400,000. Large chunks of the member ship of the machinists, bakery, laundry, bnllermakers and other former AFL unions also made plans to enter the IUD. It appeared that this would diffuse the former CIO's strength as a bloc within the new AFL-CIO. Beck, planning to attend the IUD's founding session after the AFL-CIO convention eesslons leave off this afternoon, declined to aay In advance whether he would sup port Walter Reuther and James Carey, top officers of the former CIO, for the main Jobs in the IUD. Beck said he wanted to see whether there would be any other candidates.
