Balliett was spotted in a stolen ear by police.-but refused to halt. Officers took up the chase and Policeman RobeiS Van Der Vol gen fired 'two bullets into the rear of the auto. Balliett. pulled to the curb. ' - New Boy Scout Units Formed With the formation of Malin Ex plorer Scout Post No. 133 and Can by, California Cub Pack No. 64, the number of scout units in the Modoc Area Council has reached 101, announced Jim Harpole and Jerry Thornc, scout executives, to day. By winning the turkey wishbone pull Malm nas the honor of being the 100th unit In the council. Its official number 133 is merely a ' designation number. The Malin Explorer Unit Is spon sored by the Malin Volunteer Fire men. Byron Johnson will be the instructor representative on the council. The Scout executives said (hat a year ago there were only 88 units in the Modoc Area Council which consists of Jefferson. Crook.: Des chutes, Lake and Klamath coun ties In Oregon and Modoc and por tions of Siskiyou and Lassen coun ties in California. WASHINGTON (UP) Vice Pres., Ident Richard M. Nixon believes that a strengthened North Atlantic Treaty Organization is the answer to Russia's tough attitude at the recent Geneva conference. "No effort should be spared" In increasing the West's European defenses in view of Russia's tac tics at the Big Four foreign min isters meeting. Nixon told the United Press in an exclusive in terview. A high diplomatic official said Nixon's view reflects the official position of the administration. The official said great importance is being attached to the next NATO meeting Dec. IS in Paris. The State Department Wednes day published a 307-page record of what transpired at the Geneva con ference. It showed, among other things, that Dulles charged Russia with trying to perpetrate "a cruel deception" of the world with its disarmament proposals. Nixon said the failure to make progress toward settling interna tional differences at Geneva "has shown more than ever the wisdom and necessity of increasing the strength of NATO and maintaining the bonds, of friendship of the free world." He also voiced hope that there will be an Increased exchange of visits between top officials of the United States and other free na tions. This is increasingly Import ant In view of Russia's attempts to split the Western alliance, the vice president said. J The Geneva papers were made public Wednesday night after Dul les himself revealed inadvertently that the State Department had compiled a record of the Oct. 27 Nov. 16 Gojieva meeting. Reporters were startled to see a Dulles - autographed copy of the document in the hands of Portu gese Foreign Minister Dr. Paulo Cunha as he left Dulles' office. Newsmen immediately demanded copies. . The documents showed that Dul les, on Nov. 11, charged that Rus sia had made contradictory state ments on whether international controls were possible on reduc tion and orohibition of nuclear weapons. The day before Molotov had talked about "effective Inter national controls. . ." But Dulles recalled that last May 10 .Russia had said there were "possibilities beyond "the reach of international control." Dulles also gave the Russians a blunt and. homespun argument on the West's reasons for seeking free elections as a condition for reunification of East and West Ger many. He said free elections would give East German Communists an op portunity to explain "the merits, if there are merits," of their so cial system. Then, he said, all Germans would go to the polls, and "if they want this system. which to Mr. Molotov seems so good, they will vote to take it. If they do not like it, they will not take it." . Officials said Britain and France approved U.S. publication of the Geneva documents. Russia s agree ment was not asked. Honor Band Fete Planned As a special feature of the first honor band and chorus fesilva. which is to be held in Pelican Court on Saturday. December 3. at 8 p.m. and will be composed of the outstanding high school musi cians of Southeastern Oregon and Northern California, the directors unanimously requested and invited the Klamath Union High School Symphony Orchestra under the di rection or Don Mckencie, to ap pear on their program. The orchestra, which nas been hailed as one of the finest nigh scnool orchestras In the Northwest, will play the following program: "Fandango" by Frank Perkins; Presto (Tnree Divertimento Movements) by Mozart; "Day break" by Ferde Groie; and "Per petual Motion" by Carl Bohm. The thefts occurred sometime from 7-9 p.m. Tuesday, police said. The phones were located at var ious business establishments in the downtown area, according to the report. Although the White House em phasized that no emergency was Involved, it appeared from the star studded roster of those called to the conference that critical deci sions might be In the making. It was the second of its kind to be held at the mountain-top presidential retreat since Mr. Eisenhower came here for a work-and-rest re cuperative period on Nov. 14. White House Press Secretary James C. Hngdrty pictured the session as simply a regular week ly, meeting of the National Securi ty Council. But more than usual significance was attached to the meeting because of the size and scope of its' list of participants. Council members by law are the president, vice president, secretar ies of defense and slate, and the defense mobillzer. Of this group all but Vice President Richard M. Nixon were to attend. - Others on the- roster were the chairman of the Atomic Energy Commission, secretaries of Air Force and Navy, Secretary of the Army or possibly a stand-in, di rector of central intelligence, and the director of the budget. Cab Driver Admits Rape SPRINGFIELD, Hl 'Dec. I W " Police said today a cab driver ad mitted the rape-Maying of an t-yenr-old Canton, 111., girl. ' James Chrislenscn, superintend ent of the Illinois State Bureau of Criminal Identification and Investi gation, said that Lloyd Miller, , also of Canton, signed ft statement admitting .the slaying of Janice May last Saturday. The' girl's stripped and ' beaten body was found hidden among soma upended railroad cars. Christensen said Miller signed the statement after hours of ques tioning since his arrest In Danville Monday night. He had steadfastly denied any connection with the slaying. .
