WASHINGTON Wl A prelimi nary U. S. study pictures Commu nist strategy for Round 2 ot the cold war as this: Hold the line in Europe and push steadily south in the Middle and Far East. Such relentless downward pres sure from the Russo-Red Chinese empire, this study indicates, is not the kind that can be checked solely by a "policy of containment" such as the Truman administration de vised to hem in Soviet military power. The new Communist plan is viewed as Involving much more than that economic aid and trade concessions, for instance and as being too complex and too subtly, applied for a single solution. Fur ther U. S. countermeasures are ex pected to be developed as the study progresses. Still there, of course, are the Russian bear's muscle and growl Soviet military might and the threat to use it. This was nowhere better demonstrated than in the last week's news that Russia has exploded its biggest H-bomb type of nuclear blast to dale. But the new Soviet strategy, as seen by American experts viewing the wreckage qf this year's Geneva Five Girls Kill Matron; Two Caught AKRON, Ohio I Five girls tricked a gray-haired matron Into unlocking their door In the Summit County detention home last night, killed her and escaped through a basement, window they smashed With a shovel. The Kremlin's combined leader shipcalling signals for Red China and the Eastern Europe satellites as well as for the Soviet Union will strengthen local Communist parties, tempt trade-hungry coun tries with deals they want and need, run guns to troubled areas, give "big brother" encouragement to uneasy neutrals, promise no-strings-attached help to underde veloped countries, and on and on. All the time, the Soviet leaders are expected to taunt the West, particularly the United States, as the enemy of newly free peoples and as supporters of colonialism. Concrete examples of this strate gy in action include: 1. At Geneva, the Russians re fused to negotiate with the West on German unity. After Geneva, the Russians, declared German unity was something the Germans themselves could settle. This looked to the West like a sit-tight operation In the expectation that Russia, which has diplomatic rela tions with both halves of Germany, could settle the issue alone. 2. In the Middle East, the Com munists have stirred up a hornets nest by selling arms to Egypt, They also have vaulted the pro West security line to offer econom ic help to Egypt and other Arab countries. In Afghanistan, the So viets already have 500 technicians at work, and party boss Nikita Khrushchev and Premier Nikolai Bulganin currently are touring India, Afghanistan and Burma. 3. In the Far East, the pressure takes the form of new Communist threats of warfare. Red Chinese Deputy Premier Chen Yi told an interviewer last week about ex tensive military preparations along the China coast for possible assault on Formosa if talks with U. S. representatives at Geneva break down. The Committee on International Piolicy of the National Planning Assn., reviewing the situation in a report yesterday, said the cold war is in its "most perilous phase." It called for a courageous and imaginative program. The association describes itself as a nonprofit, nonpolltlcal organi zation devoted to planning by Americans in agriculture, business, labor and the professions. What about Santa's Pack...
