Paul Patterson called Monday for reorganization of state govern ments so they can help the cities solve their complex problems. Patterson, in an address pre pared for delivery at the National Congress of the American Munici pal Assn., also suggested that the states create departments to. which the cities can turn for assistance. He said too that counties should be given more power so they can deal with problems of rapidly growing suburban areas, and that cities be given more freedom to levy taxes. The problem to metropolitan areas surrounding large cities could be alleviated, he said, by letting the people contract among themselves to supply needed gov ernmental services, such as police FBI Probes Shooting Of Negro Man f BELZONI, Miss. I)' A full fledged probe shaped up today ln the gangster-style shotgun blast that wounded a Negro who urged his people to register as voters. Nichols said their work was hampered when Courts' friends rushed him 82 miles to Mound Bayou, out of their jurisdiction, in 'stead of taking him to a Belzoni hospital. Sheriff Shelton said apparently only one person got more than a Blimpse of the gunman's car. Savannah Luton, a customer at Courts' store, described the driver ns "either a dark-skinned white man or a Negro." Mother Found Dead By Children OAKLAND (UP) The three voung children of Mrs. Dorothy ' Soule. 35, Oakland, found their mother dead in bed yesterday and the coroner said she apparently died from an overdose of sleeping tablets after a quarrel with her estranged husband. The children, ranging from 8 to 13 years in age, called neighbors j.Ahen they were unable to awaken 'their mother at 10 a.m. ' Four or five" empty sleeping tablet bottles were found near the body, the coroner said. Police said Mrs. Soule and her husband, Clarence, 41, had sepa rated frequently. Reapportionment on a population basis, voted by the people of Ore gon in 1953, gives cities their Just representation, he said. This statement placed the gov ernor in opposition to a new re apportionment move ln Oregon which would give each county one senator. Oregon's home rule amendment, adopted in 1906, lets the cities choose their own forms of govern ment. He also recommended Oregon's program for reappraisal of all property for tax purposes as hav ing a "very beneficial effect upon our localities." The governor told the conven tion that a legislative interim com mittee now is studying problems of suburban areas. "The basic responsibility." Pat terson declared, "for finding the answers to the problems of local government, lies with the states. "The cities are direct creatures of the state. They perform for the state the duties of government within the urban areas that would otherwise fall upon the state. "The state has the area. It has the diversity of resources and the freedom of taxation and organiza tion required to best solve the problems of city government." After making his address, Gov. and Mrs. Patterson left for Wash ington, D. C, for the White House Conference on Education. Greeks Plan Big Unveiling XANTHT, Greece HP) Greek philosopher Democritus, who fa thered the atomic theory nearly 2,500 years ago, is to have a com memorative monument erected in his home town, Abdera. Atomic scientists from all over the world will be Invited to attend the unveiling next year. The Uni versity of Salonika Is sponsoring the project. Recent excavations brought to light the vestiges of Abdera, 15 miles south of the contemporary town of Xanthi, in western Thrace. Democritus was born there be tween 470 and 460 B. C. Tradition has it that he learned theology and astrology in his early teens from Chaldean Magi who came to Thrace in the wake of Persian King Xerxes' invading armies. Later he traveled extensively. By the time he came back home, he had become one of the most erudite men of his generation. He died at the age of 109. It is said that he felt the hour of his death approaching and told his sister. The news greatly upset the old lady, because she figured his death would prevent her from attending the Feast of the Thesmophores, due. to be cele brated that same day. So Demo critus obligingly postponed his death three days. Truman To Talk At Fund Dinner SAN FRANCISCO (UP) Former President Harry S. Truman will arrive here from Los Angeles to morrow to address a sl0O-a-plate fund raising dinner for the Truman Library. Mr. Truman is scheduled to ar rive by private plane at 10 a.m. at the San Francisco International Airport. He will be met by a recep tion committee headed by Mayor Elmer E. Robinson and George Kllllon, president of the American President Lines. A police escort will take Mr. Truman to the Fairmont Hotel, where he is, scheduled to hold a press conference at 11 a.m. DANGER!
