State law re quires permits for appropriating un derground water by means of pumping from wells. The procedure is similar to thai required for filing for water from surface streams. C. L. Wheeler, assistant state engineer, made the following statement: MRS. CHARLES JOHNSON Camp Fire Girls Get New Director Mrs. Charles Johnson has joined the staff of Camp Fire Girls as part-time field director. Starting her duties on Monday of this week, Mrs. Johnson has oeen employed to assist Mrs. Naomi French, exec utive director, with training and recruitment of leaders for thi many new Blue Bird and Camp Fire groups now being organized throughout the council area dur ing Camp Fire's annual member ship march. Mrs. Johnson has been a resi dent of Klamath Falls for nine years and served as a volunteer in Camp Fire for five years. She is a graduate of the University of Minnesota with a degree in edu cation; has two daughters, Judy, age 13 and Jean, age 7. She is active in youth work in the First Methodist Church and is a member of the board of American Association of University Women. The Lincoln House was built bv the state of Illinois for the World's Fair which was held in Portland ;n 19C6. This was an exact dupli cate of the Lincoln House in Springfield. Illinois. Eric Ladd bought this replica and moved it to its present location and is now restoring it to its original condition. It is common knowledge that the ground water supply in the basin is limited: however, at pres ent we do not have sufficient data to completely define those limits. In order that wa may pre vent any overdraft of the supply no further applications will be ap proved at this tune. If any prospective appropriator desires to file an application we will accept the filing and hold it pending further study to determine whether or not there is sufficient supply to warrant the issuance of permits." By mid summer there were about 25 well permits on file sig nifying intent to irrigate about 3,000 acres. Underground water levels at Fort Rock are known to fluctuate about eight or nine years Dehind the rainfall cycles, because, geolo gists say, of the distance between watershed source areas and tne basin Itself. Hence deep well levels have been rising slightly through this summer which has been one of the arlest on record, probably reflecting moist conditions which occurred about 1940. Water levels are now the highest since recording was first begun by the U. S. Geolo gical Survey in 1930. The State Engineer's office has recently added a geologist to study water problems. The USGS has compiled factual data in this basin for many years but has not yet completed or published a report. Powell, former editor of the pro-Communist China Weekly Re view in Shanghai, took the stand for the second day yesterday at the court martial of Cpl. Thomas Bayes. And for the second day he ducked ! under the Filth Amendment to avoid questions relating to his' background, despite a warning of possible contempt of court proceed ings. Bayes. 33.
