Paul Patterson's Emergency Transportation Com mittee said Monday. In a telegram to Southern Pa cific officials, the committee said the BP car shortage in Western ' Oregon has become critical. Asserting that 825 ' empty cars must be brought' into the region daily by the SP, the committee said the railroad is now sending far less than half that number. The committee said" the railroad brought In only 203 empties on Sunday, and the greatest number last week was 341 on Sept. 13. The telegram said: "It Is obvious that the numbers of empty cars received, as set forth, are not sufficient to supply even one-half of the Portland Di vision (Western Oregon) needs. The . situation Is desperate with many mills facing immediate clo sure of operations.' Gateway re ceipts of empty box cars must be doubled if any material relief is to be offered Portland Division shippers." The telegram was signed by Clif ford W. Ferguson, state supervisor of rail transportation, who also is advisory counsel to the governor's committee. It was sent to J. W. Corbett and W. G, Peoples, both SP vice presi dents In San Francisco. A 'copy was sent to the .Interstate Com merce Commission". " The governor's committee, at a meeting last Tuesday, recommend ed that the governor investigate the possibility of getting rail com- Board Okays College Dorms PORTLAND Wl Committees of the State Board of Higher Edu cation Monday approved dormitory building programs for the Univer sity of Oregon and Oregon State College with a total cost in excess of two million dollars. Also approved was consideration of a one million dollars student center building at Portland State. Preliminary plans for Oregon State call for a five-story dormi tory with a one-story dining and kitchen annex at a total cost of 41,345,000. At the university, four three story units and one four-story unit with a ona-story dining room at a total cost of $1,170,000 are . planned. Earl Fallett, secretary, told the board that enrollment at all the state colleges may exceed the ear lier estimate of 15.975 students. Higher than expected enrollments were forecast for Portland State and Southern Oregon College of Education. In other committee action the board approved: A $770,000 addition to the univer sity administration building. Preliminary plans for a $550,000 architecture and allied arts build ing at the university. Construction of a cafeteria at the new Dental School building in Portland at a cost of $47,325. Remodeling the president's home at Oregon College of Education, $8,500. Purchase of the Gambee prop erty near Oregon State for $14,200. Construction of 500 movable seats for the athletic field at Southern Oregon, $3,000. Plans for a heating survey at Eastern Oregon College of Education.
