It's "envoy extraordinary and minister plenipotentiary." Until 1893 this was the highest title given any U.S. diplomatic representative. In that year the first U.S. ambassador was named. He was Thomas Francis Bayard, accredited to Britain's Queen Vic toria. Since then the upgrading of lega tions headed by ministers to em bassies headed by ambassadors has gone on apace. The total of embassies reached . 72 last week with the promotion of the U.S. legation to the grand duchy of Luxembourg where Mrs. Mesta had served as minister for a time until 1953. There are only five U.S. lega tions left in Hungary, Romania, Iceland, Yemen and Tangier. Film star Olivia de Huvilland and others of the original 113 stopped off en route. Cement Mixer Proves Handy Fire Escape SANTA BARBARA, Calif. (UP) Two firefighters battling a maj or timber and brush blaze here escaped a fiery death by Jumping into a cement mixer filled with water and closing the cover. Frank Martinez, of Santa Bar bara, was driving the cement mix er, temporarily being used as a tank truck, on flame-covered high way 150 near the Paradise Camp area yesterday when the truck's open cab was set afire. Martinez climbed In to the ce ment mixer, filled with water, and pulled down the cover. A few min utes later, another fire fighter. Vincent Torres, rapped on the mix er and sought refuge. Torres' truck also had been set afire on the highway. The men stood in water up to their necks for a half hour before fleeing the area. The cab of the truck was destroyed by fire. Lesser amounts peppered the whole rich vegetable and citrus-growing area. Tropical storm Gladys last week left three to four feet of water over a 50-block area of Raymond vllle. Much of the water still re mains and a blocked sewage sys tem caused concern over health. A powerful odor spread over the town. Typhoid vaccine was adminis tered to thousands, insecticides were sprayed over the area, and part of the water which sent about 900 persons scurrying from their homes was pumped away. Raymondville Mayor Mary Frost said she was getting calls from all over Texas offering help for the flood-stricken, most of whom are housed In an old migrant labor camp near the town's outskirts. Marathon Stars Attempt Crossing TORONTO (UP) Two marathon swimming stars were swimming strongly toward. Toronto today in a bid to become the second to cross the lake from Youngstown, N.Y. Tom Park, formerly of Hamil ton. Ont., and now of Lakevlew, Calif., who left Youngstown at 0:30 p.m. EDT yesterday was more than half way across by 7:30 a.m. today." He was about 14 miles from Toronto. Brenda Fisher, an English wo man who proved her worth as a distance swimmer by twice swim ming the English Channel, was about six miles behind Park. She entered the chilly lake at 11:24 p.m. last night. Marilyn Bell, a 17-year-old Tor onto schoolgirl, is the only person to have completed the swim. She did It last year. Premier Edgar Faure's plan for giving Morocco a measure of self rule was approved unanimously by the French Cabinet last night. It reportedly calls tor removal of Moulay Arala and establishment of a three-man regency. A spokes man said the program would be put Into effect immediately. Morocco was generally quiet. Moderate nationalist leaders urged their followers to be patient, say ing at least a partial victorv was at hand. Terrorists had called for a general strike but response was Sllg.1t, The ouster of Moulay Arafa was the primary condition laid down by Moroccan nationalists for anv .settlement in the stormy North African protectorate. French ofti cials gave no indication of how they expected to gei the Sultan out of the palace in Rabat. Shortly after the Cabinet agree ment was announced, spokesmen lor Moulay Araitv said in Rabat: "In these circumstances. His Majesty once more has solemnly aflirmed his determination to re main on the throne until Ood decides otherwise." Despite the reported unanimous agreement, It was known the Faure proposals drew sharp criticism right-wing ministers. Observers anticipated possible trouble from conservative elements when the National Assembly reconvenes next month. In addition to the removal of Moulay Arafa and the establish ment of a regency, the Faure program provides for: 1. Appointment of a new Moroc can government representing the main political movements in the protectorate. 2. Negotiation of political, eco romlc, strategic and cultural ac cords between the new Moroccan government and France. S.
