WAUCII HONOLULU itfi-Raclal segrega tion today appeared the big issue before delegates at the Protestant Episcopal Church convention in selecting a site for its next con vention In 1058. The lsue arose yesterday when the Joint Committee of Bishops and Deputies met to consider in vitations from Miami Beach, r la. and New York. The present convention was shifted from Houston, Tex., to Honolulu because of segregation in Texas, Supporters of Miami Beach said there would be no segregation be tween Negroes and whites. New York supporters said they had the facilities and no segregation prob lem. The House of Deputies quickly approved yesterday a $6,807,947 budget for each of the next three years. It represents an Increase of nearly one million dollars over the current budget. The deputies beat down a mo tion by John Ebaugh of Birming ham, Ala., to adopt a budget of slightly more than S8.000.000. The bishops must approve the budget before It becomes effective. They may act today. The budget, as approved by the deputies, increases the church's spending on missionary work from $4,278,135 to $4,020,820. It also recommends spending $100,000 a year on radio and television ma terial for church work. The joint committee hearing on the next convention site attracted nearly 200 spectators. Jessie P. Anderson, a lay dele gate from Philadelphia, In refer ring to the Miami Beach invita tion, asked: The Rev. W. F. Moses of Sara sota. Fla., replied that "Negroes have been and will be given reser vations in Miami Beach hotels without any question about race." Knight Announces 1 Appointments SACRAMENTO (UP) OOV. Goodwin J. Knight announced to day the appointment of James J. Welsh as Judge of the Municipal court In San Francisco and Carlos R. Freltas to the Superior Court In Marin County. Welsh, Knight's personal legal secretary, succeeds the late Judge Leo A. Cunningham. Freitas, a San Rafael attorney, will fill the Marin County Superior Court opening created by the 1955 Legislature. Freitas, 51, Is a lifelong resident of Marin County. He was admitted to the bar In 1925 and is a past president of the Marin County Bar Association. Drlvate companies had to turn over their excess In capacity to preferred customers, each as co operatives, municipalities and pub lic utility districts. Chudoff said that one object of the current investigation was to determine what part PG&E play ed in getting the changes made, including a change permitting the private companies to keep their excess capacity. Chudoff charged that the Depart ment of the Interior adopted "Ver batim" 10 of 13 suggested changes in the regulations suggested by PG&E. Kruse, the first witness, testified he submitted a memorandum drawn up by a group of Western utility companies to tne Depart ment of the Interior at the request of Clarence Davis, then solicitor for the department, and currently an undersecretary. Kruse said he had been asked to submit the memorandum but de clared "it is ridiculous to suRRest" that he Influenced the depart ment's final decision. Dr. Homer L. Dodge, president emeritus of Noiwich University, Northfleld, Vt., and his son, Norton T. Dodge, recently made a long study tour In the Soviet Union. They outlined their finding in a copyrighted interview in U.S. News and World Report, weekly news magazine. The two educators made their comment on the Russian drive lor education when they were asked whether they gathered Hint every Russian boy and girl wants to go to college. On this point, the Dodycs said: "Their whole soviety is struc tured to encourage ft boy or girl to climb as high on the educational ladder as he or she is capable of. As a result, very little talent Is wasted. Asked why the Russians "teach an unusual amount of science and mathematics," the Dodges said the ultimate aim is to build up iheir economic and military strength."
